摘 要：科技立则民族立，科技强则国家强。文章旨在于回忆建党百年历史中，于不断探求科技发展规律中，结合上海在不同历史时期科技事業发展的重点与特点，围绕上海市“十四五”规划的发展定位，对标国家战略，梳理并总结出有利于加快上海建设具有全球影响力的科技创新中心的范本与经验。文章从回顾上海科技发展历史入手，以“上海科技源远流长”“党旗引领创新征程”“上海科技砥砺奋进”“忆昔峥嵘逐梦远航”4个部分为主要线索，系统梳理中华人民共和国成立以来上海在各个历史时期围绕党中央对于科技发展的战略引领所形成的自身定位与探索，为上海建设具有全球影响力的科技创新中心看规律、梳脉络、悟思索、谋未来。

Abstract：Science and technology stand for the nation，and are strong for the country.This article aims to recall the centuries-year history of the founding of the party，continuously explore the law of scientific and technological development，combine the key points and characteristics of Shanghai's scientific and technological development in different historical periods，and focus on the development positioning of Shanghais “14th Five-Year Plan”，benchmarking national strategies，and sorting out And summed up the model and experience that will help to accelerate Shanghai's construction of a scientific and technological innovation center with global influence. The article intends to start with reviewing the history of Shanghai's science and technology development，with four parts as the main clues：“Shanghai science and technology has a long history”“The party flag leads the innovation journey”“Shanghai science and technology forge ahead”“Recalling the past and pursuing dreams”as the main clues，systematically sorting out Shanghai's own positioning and exploration around the strategic leadership of the Party Central Committee for scientific and technological development in various historical periods since the founding of the Peoples Republic of China，and building a technological innovation center with global influence for Shanghai，to think and seek the future.

从“科学技术是第一生产力”到“创新是引领发展的第一动力”，从科教兴国战略到创新驱动发展战略，中国科技“冲锋号”每每吹响，都释放出强大动能。在党的领导下，上海正全面加快建设具有全球影响力的科技创新中心。建党百年恰逢“十四五”开局之年。回顾中华人民共和国成立以来上海科技发展的记忆与历程，对于凝聚激发加快科创中心建设、强化创新策源功能的强大力量具有十分重要的意义。1921年，上海市望志路106号（现兴业路76号）是中国共产党诞生的时空坐标，百年大党从这里启程。中国共产党团结带领全国各族人民完成了民族独立和人民解放的历史任务，中华人民共和国成立后进一步健全完善了社会主义制度。……
