摘 要：在融媒体时代，海量的信息、多元的数据给科技决策者带来了诸多信息使用障碍，严重影响了决策者的决策效率。构建信息生态平衡、研判精准、服务实践高效、响应速度快的科技决策服务生态，对提高科技决策者的决策能力和决策效率具有重要意义。文章在分析融媒体时代科技决策用户需求特点和科技决策服务供给现状的基础上，探讨了科技决策服务生态构建的原则、包含的要素和思路框架，提出科技决策服务生态构建的实现途径，希望为科技决策服务机构在融媒体环境下转变思路、创新服务模式提供借鉴参考。

Abstract：With the arrival of era of media convergence，massive information and multiple data have brought many obstacles to the use of information for science and technology decision makers，which seriously affect the decision-making efficiency. It is of great significance to construct a scientific and technological decision-making service ecosystem with balanced information ecology，accurate information research and judgment，efficient service practice and quick response speed，which can improve the decision-making ability and efficiency of science and technology decision-makers. Based on the analysis of the demand characteristics of decision-making users and the current situation of science and technology decision-making service supply，this paper discusses the principles，elements and thinking framework of science and technology decision-making service ecological construction，and puts forward the ways to realize the ecological construction of scientific and technological decision-making service，the research results hope to provide reference for science and technology service institutions to change ideas and innovate service mode in the media environment.

在移動互联网的推动下，包括微信、微博、社交网站、新闻网站、网络论坛、即时通信、新媒体视频、手机报、手机电视、数字报纸等在内的新媒体不断与传统媒体融合，促使信息传播环境进入了融媒体时代，满足了人们对信息的需求。[1]然而，在融媒体环境下，信息量过大、信息资源割裂等问题给信息使用者造成了信息超载、信息孤岛等诸多困扰，严重影响了信息使用者的决策效率。随着科技竞争日益激烈、科技创新战略和政策决策体系日益复杂，依靠有效的科技情报信息提升技术创新决策效率、赢得竞争先机已成为技术创新决策主体的迫切需求。构建信息生态平衡、信息研判精准、服务实践高效、响应速度快捷的科技决策服务生态，能够提高技术创新主体的信息使用效率，对提高决策者的决策能力和决策效率至关重要。……
