摘 要：随着全球经济一体化的发展，我国与世界的结合越来越紧密，步伐越来越快。在我国经济发展和全球化影响的双重驱动力下，城市公共性景观作为城市系统的重要组成部分蓬勃发展，从国家政府到人民群众都逐渐清晰地意识到公众参与是民主政治的重要指标，是公民的重要责任，是促进城市公共性景观发展的重要途径。文章通过分析我国城市公共性景观公众参与的障碍，提出促进城市公共性景观公众参与的途径，以增强公众参与精神，扩大公众参与范围，提高公众参与效果，最终增强公众参与力度，积极提升城市公共性景观设计与建设的水平，为广大民众营造更加健康、人性、安全、可持续发展的现代城市生活环境。

Abstract：With the global economic integration，the combination of China and the world is getting tighter and faster. Under the dual driving forces of China's economic development and internationalization，urban public landscape，as an important part of the urban system，has achieved vigorous development，the national government and the people have gradually realized that public participation is an important symbol of democratic politics，an important responsibility of citizens and an important way to promote the development of urban public landscape. By analyzing the obstacles of public participation in urban public landscape in China，this paper put forward the ways and innovations that can promote public participation in urban public landscape，so as to enhance the spirit of public participation，expand the scope of public participation，improve the effectiveness of public participation，finally strengthen public participation，and actively promote the vigorous improvement of urban public landscape design and construction，it is to create a healthier，more humanistic and safer modern urban living environment for the general public and to achieve sustainable development.

公眾参与城市公共性景观建设展现了我国社会主义国家民主与科学的思想，主要保障人民群众当家作主的制度有效性，体现了以人民为中心的民主思想。通过公众参让政府决策广泛吸取人民智慧、听取意见、凝聚共识，体现了以人民为中心的理念。真正有效的公众参与能促进城市公共性景观建设，积极提升城市的发展水平。

一、城市公共性景观与公众参与

（一）城市公共性景观

“城市”和“公共性”从两个层面对“景观”进行了限定。[1]目前，城市公共性景观设计范围大、项目多，内容丰富。范围上包括城市旅游、广场、公园、居住小区等[2]，项目上包括城市风景名胜、主题公园、道路绿化、滨水景观等，内容上包括自然景观、人工景观、历史文化、现代艺术等。……
