摘要 促进乡村全面振兴是新时代我国经济社会发展的重大战略，乡村文明建设对于推动乡村全面振兴意义重大。分析了在工业化、城市化的进程中当前乡村文明的建设现状，指出了存在建设主体“空心化”、农村传统美德受到冲击、农村优秀传统道德文化资源继承和保护不到位等问题，以及产生这些问题的原因，追溯了德治在我国的历史渊源，明确了德治在当前我国乡村文明建设中的现实意蕴和重要作用，提出了新时代乡村文明建设中德治的实现路径。

Abstract Promoting the overall revitalization of rural areas is a great strategy for Chinas economic and social development in the new era， and the construction of rural civilization is of great significance to promote the overall rural revitalization. This paper analyzes the present situation of the construction of rural civilization in the process of industrialization and urbanization， it points out that there are such problems as the hollowing out of the major population of construction， the concussion on the traditional virtues in the countryside， the inheritance and inadequate protection of the excellent traditional moral and cultural resources in the countryside， and the reasons for these problems. This paper traces back to the historical origin of the rule virtue in China， clarifies the realistic implication and important role of the rule virtue in the current rural civilization construction in China， and advances some paths for realizing the rule of virtue in the rural civilization construction in the new era.

2018年《中共中央國务院关于实施乡村振兴战略的意见》指出，“没有农业农村的现代化，就没有整个国家的现代化”[1]。十九届五中全会明确了实现社会主义现代化的远景目标之一就是要实现农业现代化、缩小城乡发展差距和居民生活水平差距。乡村文明就是指乡村人口与乡村自然在日常相互作用的过程中所创造的一切事物与现象的总和[2]，它建立在乡村这个有机的社会空间上，既包含了政治、文化习俗、精神风貌等上层领域，也包含了经济、环境等基础领域，丰富的内涵和外延决定了它是农业农村现代化进程中的重要因素，是实现农业农村现代化、缩小城乡发展差距和居民生活水平差距，进而实现国家现代化的重要环节。
