[摘 要] 总结新冠肺炎疫情下我国人文社会科学期刊的履责担当情况，并探索其应急出版机制。以21种CSSCI期刊的新冠肺炎疫情主题征稿为对象，通过内容分析方法从期刊属性、征稿启事、征稿效果三个维度解析征稿过程特征。结果表明，征稿主体以社会科学期刊为主且数量较少，征稿主题紧扣疫情并立足期刊发展定位，评审采用快速通道，但成果宣传较为薄弱。因而，人文社会科学期刊应主动履行社会责任、建立应急出版机制、优化组稿策略、提高编辑综合素养。

[Abstract] To summarize the social responsibility and the crisis response characteristics of Chinas humanities and social sciences journals during the novel coronavirus pneumonia（NCP） pandemic， and explore emergency publishing mechanism. Taking 21 CSSCI journals notice soliciting contributions on COVID-19 as research subjects， it analyzes the characteristics of the notice soliciting contributions process from the three dimensions of journal properties， notice soliciting contributions and its effect with content analysis. The results show that the contributions are mainly in social science journals and the number is relatively small. The theme of the contributions is closely related to the epidemic situation and based on the journal orientation. The journals adopt expedited review， but the propagation of the products is weak. Therefore， humanities and social science journals should actively assume their social responsibilities， establish the emergency publishing mechanism， optimize contributions solicitation planning strategies， and improve the editors comprehensive literacy.

1 引 言

突发公共卫生事件是指突然发生，造成或者可能造成社会公众健康严重损害的重大傳染病疫情、群体性不明原因疾病、重大食物和职业中毒以及其他严重影响公众健康的事件[1]。2019年底，新冠肺炎疫情发生以来，党中央和政府高度重视，“疫情就是命令，防控就是责任”。在这场疫情防控战中，学术出版界积极应对挑战，自觉承担起社会使命。2020年1月，包括中国疾病预防控制中心、arXiv、英国医学科学院（Academy of Medical Sciences， UK）、爱思唯尔（Elsevier）、《柳叶刀》（The Lancet）、施普林格·自然集团（Springer Nature）、牛津大学出版社（Oxford University Press）等在内的全球知名医学专业学会、出版社、基金资助机构、研究所等联合发表了《共享新型冠状病毒（COVID-19）暴发数据与发现的倡议》（Sharing research data and findings relevant to the novel coronavirus （COVID-19） outbreak）[2]，推动科研成果与研究数据的出版与共享。2020年2月，国家新闻出版署要求国内出版单位“精心策……
