摘  要：高校思想政治教育工作在高校各项工作中居于首要地位。高校践行立德树人根本任务，需要有效整合各类资源，构建起全员、全过程、全方位的多方联动合力育人机制。但当前高校内部对如何建构合力育人机制和实际操作均存在一些问题亟需改进，造成了部分职责的缺位。对此，要探索和实施三全育人工作机制，把握住“三全育人”的目的是“人”，核心在“育”，方式是“全”，关键是“合”，从顶层设计、实践操作、组织保障等方面入手，推动多方联动协同育人的工作机制，确保高校思想政治教育工作落实落细落小。

Abstract： The ideological and political education in colleges and universities occupies the primary position in the work of colleges and universities. In order to fulfill the fundamental task of cultivating people， colleges and universities need to effectively integrate various resources and build a multi-party joint force education mechanism for all staff， the whole process， and all directions. However， there are some problems in colleges and universities on how to construct a joint force education mechanism and actual operation， which needs to be improved and has caused the absence of some responsibilities. In this regard， it is necessary to explore and implement the working mechanism of "Three Whole Education"， grasp that the purpose of "Three Whole Education" is "people"， the core is "education"， the method is "full"， and the key is "integration". And it will promote the working mechanism of multi-party linkage and collaborative education starting from the top-level design， practical operation and organizational guarantee to ensure the implementation of ideological and political education in colleges and universities.

习近平总书记在全国高校思想政治工作会议上指出：“要坚持把立德树人作为中心环节，把思想政治工作贯穿教育教学全过程，实现全程育人、全方位育人，努力开创我国高等教育事业发展新局面。”①《中共中央、国务院关于加强和改进新形势下高校思想政治工作的意見》中指出，“加强和改进高校思想政治工作要坚持全员全过程全方位育人的基本原则，把思想价值引领贯穿教育教学全过程和各环节，形成教书育人、科研育人、实践育人、管理育人、服务育人、文化育人、组织育人长效机制。”②面对“95后”大学生，要做到“全员全过程全方位育人”，高校思想政治工作要在理念突破、内容丰富、途径拓展、方式方法创新方面下功夫，做到因事而化，因时而进，因势而新，有效整合高校思政多方力量，形成教育合力和多方联动机制，才能把党中央国务院的精神落到实处。……
