摘  要：文章介绍了大连大学物理科学与技术学院教学质量保障体系建设的经验和做法。重点阐述了以人为本“1461”教学质量保障体系的主要内涵、组织结构和运行机制，以及以“重视重用、关心关爱、鼓励保障”为原则的青年教师本科教育教学能力培养模式。该教学质量保障体系的建设，提高了学院教学质量，对地方大学二级学院实施教学质量保障工作具有一定借鉴意义。

Abstract： The paper introduces the experience and methods of teaching quality assurance system construction in College of Physical Science and Technology， Dalian University. Moreover， it focuses on the main connotation， organizational structure and operating mechanism of the "1461" teaching quality assurance system based on people-oriented. It also discusses the training mode of undergraduate education and teaching ability under the principle of "reuse， care， encouragement and safeguard" of youth teachers. The construction of the teaching quality assurance system improves the teaching quality of the college， which provides reference for the implementation of teaching quality assurance work in secondary colleges of local universities.

教学质量是高等教育的生命线，教学质量保障是教学管理的核心任务。2010年国家中长期教育改革和发展规划纲要工作小组办公室颁布的《国家中长期教育改革和发展规划纲要（2010-2020）年》和2019年中共中央、国务院印发的《中国教育现代化2035》对教育质量做了明确论述。《纲要》指出，把促进人的全面发展、适应社会需要作为衡量教育质量的根本标准。树立以提高质量为核心的教育发展观，注重教育内涵发展。鼓励学校办出特色、办出水平，出名师，育英才。建立以提高教育质量为导向的管理制度和工作机制，把教育资源配置和学校工作重点集中到强化教学环节、提高教育质量上来。在普通高等学校中，学校所设置的学院（二级学院）承担着组织和执行教学活动任务，是学校的办学主体。二级学院既直接组织教学活动，又参与监督教学活动过程。为了提高本科教育教学水平和人才培养质量，迫切需要我们探索在地方综合性大学下，构建具有学科特点、专业特色的二级学院本科教学质量保障体系。……
