摘要：目的  探讨图书馆联合提供开放教育资源（OER）服务的途径，使图书馆学术服务更上一层楼。方法  利用网站调研的方法，了解国内外14所高校图书馆和6所公共图书馆提供OER服务的现状。结果  20所图书馆提供OER服务主要有3种形式：自制开放存取（OA）课程、合作OA课程或讲座、教育类资源OA;为OER服务提供政策支持与运营管理的图书馆极少;对OER版权等明确规定的图书馆超过半数;捐助、基金及企业资助是主要资金来源;视频创建、远程协助、存储备份等为主要技术问题;人员配置细分较多;宣传以归纳展示和社交软件为主。结论  高校图书馆与公共图书馆联合构建OER服务平台，要统筹整合OER，尊重版权与标准规范，多渠道筹集资金，外包技术平台，并完善组织机构设置，进行多途径宣传。

Current Situation and Enlightenment of Open Educational Resource Services in Libraries at Home and Abroad

Abstract： Objective To explore ways for libraries to jointly provide open educational resource （OER） services; To help academic services in libraries reach a higher level. Methods Website survey was used to understand the current situation of OER services provided by 14 libraries of colleges and universities and 6 public libraries at home and abroad. Results There are mainly three ways of OER services in 20 libraries at home and abroad： self-made open access （OA） courses， cooperative OA courses or lectures， and educational resources OA; few libraries provide policy support and operation management for OER; more than half of the libraries clearly stipulate the copyright of OER; donations， funds and enterprises are the main funding sources; video making， remote assistance， storage and backup are the main technical problems; the personnel allocation is more subdivided; the publicity is mainly based on induction display and social software. Conclusion Libraries of colleges and universities and public libraries should jointly build an OER platform， integrate OER as a whole， respect copyright and standards， raise funds from multiple sources， outsource technology platforms， improve organizational structure and conduct multi-channel publicity.
