【摘  要】2020年，因新冠肺炎疫情的爆发，全球经济发展受到了严峻挑战。对于中国的小微企业来说，更是雪上加霜。连续几月的被迫停业，已经让小微企业面临严重资金不足等问题。基于突发公共事件背景研究小微企业的转型发展问题具有非常重要的現实意义。论文通过调查研究，分析了小微企业在疫情影响下的转型问题，提出了解决小微企业“转型难、利润低”问题的渠道与方案，为小微企业持续发展提供可行性方向及建议。

【Abstract】In 2020， due to the outbreak of COVID-19， global economic development has been severely challenged. For China's small and micro enterprises， it was even worse. Forced to shut down for several months， small and micro enterprises have faced serious problems such as lack of funds. It is of great practical significance to study the transformation and development of small and micro enterprises based on the background of public emergencies. Through investigation and research， this paper analyzes the transformation problems of small and micro enterprises under the influence of the epidemic， puts forward the channels and schemes to solve the problems of "difficult transformation and low profit" of small and micro enterprises， and provides feasible directions and suggestions for the sustainable development of small and micro enterprises.

1 引言

小微企业是小型企业、微型企业、家庭作坊式企业的统称。小微企业较大型企业而言，有规模小、内部管理不善、产品技术含量低、附加值低、缺乏核心竞争力等自身问题，这次疫情对小微企业的打击更是雪上加霜，小微企业所面临的困境更加严峻。但目前小微企业在我国经济中占有十分重要的地位，约占市场主体的95%，总体所创造的经济总量已占国民经济总量的1/3以上。然而大型突发公共事件对小微企业的影响则是致命的，例如，2020年新冠肺炎疫情导致大量小微企业面对诸如生产停摆、成本上升等经营危机，从而陷入债务偿还困难、资金链断裂，甚至步入破产的绝境。在这个时机下，从生产模式、销售模式、公司内部管理以及资金流4个转型维度，为小微企业提出相应策略，为选择转型应对风险的方案提供可行性建议，从而提高企业自我发展与风险预估的能力，以提高在突发公共事件的背景下小微企业的存活率。……
