摘 要：加强协同创新是培养创新型人才和建设创新型国家的内在要求。当前，地方农业院校在科技创新能力、创新人才培养等方面与部属高校相比仍存在较大的差距。该文分析了地方农业院校博士生培养现状及不足，提出了共建协同创新中心、建立研究生联合培养基地、开展联合培养和合作研究等协同创新模式，并从改革招生录取方式、修订培养方案等方面对博士培养模式的改革与实践进行了总结。

Exploration and Practice of Doctoral Training Mode in Local Agricultural Universities Under the Background of Collaborative Innovation Strategy

Abstract： Strengthening collaborative innovation is the internal requirement of cultivating innovative talents and building an innovative country.There is a big gap between local agricultural colleges and universities in science and technology innovation ability， innovative personnel training and other aspects.This paper analyzes the current situation and shortcomings of doctoral training in local agricultural colleges and universities， and puts forward collaborative innovation modes such as co construction of Collaborative Innovation Center， establishment of postgraduate joint training base， joint training and cooperative research， and carries out the reform and practice of doctoral training mode from the aspects of reforming enrollment and enrollment mode and revising training program.

2006年全國科技大会提出自主创新、建设创新型国家战略，国家颁布了《国家中长期科学和技术发展规划纲要（2006—2020）》[1]。习近平总书记在庆祝改革开放40周年大会上的讲话中指出：“我们要坚持创新是第一动力、人才是第一资源的理念，实施创新驱动发展战略，完善国家创新体系，加快关键核心技术自主创新，为经济社会发展打造新引擎。”[2]2011年胡锦涛同志在庆祝清华大学建校100周年大会上郑重提出我国高等学校特别是研究型大学要积极提升原始创新、集成创新和引进消化吸收再创新能力，要鼓励高校同科研机构、企业开展深度合作，积极推进协同创新[3]。同年，我国进行高等学校和工程研究院所联合培养博士研究生试点工作，中国工程院院长周济认为联合培养是深化我国高等教育体制改革、培养拔尖创新人才的重要模式，是促进教育与科研有机结合、提高自主创新能力的得力举措，是充分发挥高等学校和工程研究院所的资源优势、实现强强联合的有效机制[4]。……
