摘 要：在新发展理念及农业供给侧结构性改革背景下，我国农村土地制度不断探索发展，经营模式不断丰富，规模化发展已取得了一定的成效。随着经济发展越来越注重质量和效益，我国农村土地规模化经营出现了一系列不相适应的问题，当前如何在新发展理念下摆脱多方面的掣肘，提升农村土地规模化发展的质量和效益是发展农村经济必须解决的难题。

Current Situation and Countermeasures of Large-scale Land Management in Rural China

Abstract： Under the new development concept strategy and agricultural supply-side structural reform， China′s rural land system is constantly exploring and developing， the business model is constantly rich， and some results have been achieved in large-scale development. With the increasing attention paid to quality and benefits to economic development， China′s rural land scale operation has presented a series of problems. How to get rid of many constraints under the new development concept and improve the quality and efficiency of rural land scale development is a difficult problem that must be solved in the development of the rural economy.

1 引言

党的十八届五中全会提出新发展理念后，创新、协调、绿色、开放、共享的发展理念贯穿了我国“十三五”时期的发展始终，实施乡村振兴战略便是其中重要的一环。坚持农业农村优先发展，巩固完善农村基本经营制度，是推动乡村振兴的重要举措。

农村土地制度和农业经营制度的联系与变革在农村经济发展中起到了至关重要的作用，作为农村最基本的经营制度，影响着农村经济的未来发展。深化农村土地经营制度改革，土地规模化和相应制度设计应得到推动和加强[1]。自新中国成立后，我国农地经营管理模式主要经历了农业合作社制、公社制、家庭联产承包制的演变，土地经营方式不断随着经济社会的发展作出相应的调整。自党的十八届三中全會以来，我国一直在探索土地规模化经营和农业的供给侧结构性改革问题，从发展适度规模经营到农村土地“三权分置”制度，土地的经营转型正在一步步向规模集约化发展。……
