摘  要：当代国际形势复杂，保密工作面临着许多新情况，加强保密教育，提高师生保密意识刻不容缓。该文通过分析高校保密教育工作现状，提出保密教育存在的4个问题：对保密工作重要性认识不足;涉密人员保密意识不强;保密宣传教育形式单一;保密宣传教育执行力欠缺。通过增强保密宣传教育的针对性、广泛性、实效性、多样性4个方面努力，切实提高保密培训效果。

Strengthening Secrecy Education in Colleges and Universities and Enhance the Confidentiality Consciousness of Teachers

and Students

Abstract：Because the contemporary international situation is complex， the security work is facing many new situations. It is very urgent to strengthen the confidentiality education and consciousness. This paper puts forward four problems in confidentiality education by analyzing the current situation of confidentiality education in colleges and universities： insufficient understanding of the importance of confidentiality work， weak confidentiality awareness of secret related personnel， single form of confidentiality publicity and education， and lack of executive power of confidentiality publicity and education. Through enhancing the pertinence， universality， effectiveness and diversity of confidentiality publicity and education， the effect of confidentiality training could be improved effectively.

保密工作歷来是党和国家的一项重要工作。《保密法》颁布以来，对涉密人员增强保密职责感，强化保密观念，保守国家秘密发挥了重要作用。近年来，《保守国家秘密法实施条例》《军事设施保护法》及其《实施办法》、《国防法》《反间谍法》及其《实施细则》、《国家安全法》《反恐怖主义法》等法律法规陆续出台。由此可见，国际形势复杂，国家安全是头等大事。高校人才聚集，承担着国家重要的科研项目，成为境外敌对人员的重点窃密目标。为了提高师生的保密意识，增强防窃密的能力，高校保密教育责任重大[1]。

1  高校保密教育基本现状

随着《保密法》的普及，高校不断提高保密宣传力度，广大师生的保密意识逐步增强，保密教育培训取得了明显成效。但是，随着国家的快速发展，综合国力的日渐增强，一些国家不遗余力地研发窃密技术，提高窃密的手段，构建起陆海空等全方位立体化的侦查技术。与此同时，网络安全形势严峻复杂，国家面临着大规模的网络攻击，给保密防范体系带来重大的挑战。……
