摘    要：中国共产党1921年成立以来，高度重视群众性体育工作的开展，并围绕党的中心任务，开展了卓有成效的体育实践。新中国成立后，在中国共产党的领导下，群众体育事业蓬勃发展， 在不同阶段建构了群众体育与人民的不同关系。以中国群众体育发展历程中的重大历史事件为依据，将群众体育与人民的关系建构历程分为：启蒙人民阶段（中国共产党建党前后—1927年）、武装人民阶段（1927—1949年）、动员人民阶段（1949年10月—1977年）、激发人民阶段（1978—1995年）、普惠人民阶段（1995—2012年）和造福人民阶段（2012年11月至今）。纵观中国共产党建党百年来群众体育的发展历程，凝结了中国共产党开展群众体育的经验与智慧：中国共产党的中心工作与群众体育工作目标相一致;“群众体育”这一名词的使用体现了中国共产党的群众路线;人民是发展群众体育的主体与客体的统一。

Abstract：After the founding of the Communist Party of China （CPC） in 1921， China attached great importance to the development of mass sports， and carried out fruitful sports practices around the central task of the CPC. Since the founding of the Peoples Republic of China， under the leadership of the CPC， mass sports have developed vigorously. Different relationships between mass sports and the people at different stages have been constructed in the development course of mass sports under the leadership of the CPC The construction process of the relationships between mass sports and the people has been divided into six stages： enlightening people （around the founding of the CPC—1927） ， arming people （1927—1949）， mobilizing people （October 1949—1977）， inspiring people （1978—1995）， involving people （1995—2012） and benefiting people （November 2012 to present）. Throughout the development of mass sports in China in the past 100 years since the founding of the CPC， it has exhibited the experience and wisdom of the CPC in the development of mass sports： the central task of the CPC is consistent with the goals of mass sports; the use of the term “mass sports” reflects CPCs mass line; “people” serve as the unity of the subject and object of the development of mass sports.

西方現代体育在中国近代的城市学校中有较快的发展，但影响相对较小。该时期大众缺少对西方现代体育的了解，体育知识和运动技能的掌握严重不足，并且对体育权益缺乏认识。中国共产党成立后，高度重视群众性体育，并围绕党的中心任务，进行了卓有成效的体育实践。中国共产党建党百年来组织开展的群众体育的发展历程充分展现了中国群众体育工作的政治背景和历史逻辑，中国共产党基于特定历史阶段的政治任务、中心工作和广大人民的根本利益等，建构了群众体育与人民的关系。……
