【摘  要】在企业基层党组织工作中，“三会一课”制度是最基础、最基本的制度之一。“三会一课”工作的质量与党建工作的考核息息相关。企业基层党组织是否把“三会一课”当作基本及重点的工作来抓，主要是企业基层党组织负责人的责任。论文提出其普遍存在的现象和问题，一是对“三会一课”的重要性认识不到位;二是对习近平新时代中国特色社会主义思想中新要求的研究不够深入;三是“三会一课”开展的效果不够好、质量不够高。论文针对提高“三会一课”的效率及质量提出新举措。

【Abstract】In the work of primary Party organizations in enterprises， the "three meetings and one lesson" system is one of the most basic systems. The work quality of "three meetings and one lesson" is closely related to the assessment of Party building work. Whether the enterprises' primary Party organizations regard "three meetings and one lesson" as the basic and key work to carry out is mainly the responsibility of the personnel in charge of the enterprises' primary Party organizations. The paper puts forward its common phenomena and problems： firstly， the importance of "three meetings and one lesson" is not well understood; secondly， the research on the new requirements in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is not deep enough; thirdly， the effect and quality of carrying out "three meetings and one lesson" are not good enough. The paper proposes new measures to improve the efficiency and quality of the "three meetings and one lesson".

1 引言

党的十九大及系列全会精神中都强调企业基层党组织的重要性，如何规范化、制度化、标准化地开展工作，做好“三会一课”至关重要。“三会一课”是党的建设事业的基本部署，根据企业的战略部署，如何更好地完成“三会一课”也需要就创新方面进行思考。党的建设工作需要与企业中心工作紧密融合，这方面要在“三会一课”中重点体现，学习的主要内容、学习的形式要领、学习的参与度都要与企业发展相适应，不断推企业基层党组织进步，有力提升党员干部职工的战斗力、创造力和凝聚力。通过对“三会一课”贯彻情况的调查研究，及时总结好的经验，从而提升“三会一课”工作的质量和效率。

2 落实“三会一课”存在的问题

近年来，企业党建工作的主要政治任務一直是整治软弱涣散党组织，根据调查发现，多数企业基层党组织在开展“三会一课”工作上只能说是此项工作做了、完成了，但是完成的质量有待商榷。……
