摘  要：科技成果作为科学技术活动的一个重要指标，直接影响着科研院所发展的创新动力源泉，其对应的科技成果管理工作则显得尤为重要。本文首先对科技成果进行了概述，其次介绍了科技成果管理工作的内容，最后结合实际工作中存在的问题，有针对性地给出并分析了科技成果管理工作中的创新思路，对改进和完善科技成果管理工作有一定的参考意义。

Analysis on the Innovation Thinking of Scientific and Technological Achievements Management

Abstract： As an important index of scientific and technological activities， scientific and technological achievements directly affect the source of innovation power for the development of scientific research institutes， and its corresponding management of scientific and technological achievements is particularly important. This paper first gives an overview of the scientific and technological achievements， then introduces the contents of the scientific and technological achievements management， and finally， combining with the problems existing in the actual work， gives and analyzes the innovative ideas in the scientific and technological achievements management. It has certain reference significance for improving and perfecting the management of scientific and technological achievements.

“科學技术是生产力”是马克思主义的基本原理，在人类发展的进程中，科学技术的推动作用不可或缺。“科学技术是第一生产力”论断的提出，既是现代科学技术发展的重要特点，也是科学技术发展的必然结果，同时更进一步体现了科学技术在世界生产力和人类经济社会发展中的重要意义。科技是国家强盛之基，创新是民族进步之魂。以习近平同志为核心的党中央，高度重视科技创新引领社会发展的重要作用，将科技创新视为创新驱动发展战略的核心。科学技术研究成果（简称科技成果）作为科学技术活动的一个重要指标，直接影响着科研院所发展的创新动力源泉。随着科技成果的不断涌现，科技成果转化要求的不断提高，科研院所科技成果管理工作显得尤为重要。

1  科技成果概述

1.1 定义

科技成果具有新颖性与先进性、实用性与重复性等基本特征，是科技工作者辛勤劳动的结晶，更是国家的宝贵财富。……
