摘  要：低碳经济的快速发展对我国现阶段的环境保护与监测工作提出了更高的要求，相关工作要想真正做好的难度也越来越大，所以，在进行环境监测与保护的相关工作中，我们应充分认识到低碳约束下的具体要求，积极应对当前形势，不断提升环境监测与保护工作的技术水平，保护好我们赖以生存的生态环境，促进我国低碳经济的良性发展。本文从低碳约束下对环境監测与保护工作的具体要求及低碳约束下的环境监测与保护关键技术两个方面探讨了如何做好低碳约束下的环境监测与保护工作。

Key Technologies of Environmental Monitoring and Protection under Low Carbon Constraints

Abstract： The rapid development of low-carbon economy puts forward higher requirements for environmental protection and monitoring at this stage in China， and it is more and more difficult for relevant work to do a good job. Therefore， in the related work of environmental monitoring and protection， we should fully realize the specific requirements under the low-carbon constraint， actively respond to the current situation， and constantly improve the environmental monitoring and protection work. To protect the ecological environment we rely on and promote the healthy development of low-carbon economy in China. This paper discusses how to do a good job of environmental monitoring and protection under low-carbon constraints from two aspects： the specific requirements of environmental monitoring and protection under low-carbon constraints and the key technologies of environmental monitoring and protection under low-carbon constraints.

近些年来，我国更多地将经济发展的重点放在了重工业的发展和建设中，并且也取得了很好的建设成果。然而也暴露出了一定的问题，企业在发展的过程中过于追求经济效益，对于环境保护工作并没有足够的重视，也没有认识到环境保护的重要性，这些因素都大大地加剧了我国环境污染问题的不断出现，为了最大限度地降低经济发展对生态环境造成的破坏和影响，我们必须做好环境监测与保护工作。其中，当前形势下的一个重要手段就是发展低碳经济，在低碳经济的约束下，我们应更加明确环境监测与保护工作中的各项具体要求和制度规范，在发展经济的同时也保护好我国的生态环境，这对于实现我国的可持续发展战略也是有重要意义的。……
