摘  要：《国家创新驱动发展战略纲要》提出，中国应在2020年进入创新型国家，并初步扭转人们长期掌握关键核心技术的被动局面。企业应利用高质量、高效率的项目管理和高质量的科研成果。 随着“十三五”规划的不断推进，中国的创新能力得到了提高，其中一些领域处于世界领先地位。随着党和政府“大规模创业和大规模创新”的推动，中国科研创新的生命力得到了进一步释放。

Improving the Scientific Research Capability of Manufacturing Enterprises from the Perspective of Scientific Research                                   Project Management

Abstract： It is proposed in the "National Innovation-driven Development Strategy Outline" that my country should enter an innovative country in 2020 and initially reverse the passive situation of people's long-term mastery of key core technologies. Enterprises should take advantage of high-quality， high-efficiency project management， and use high-quality， high-quality scientific research results. With the continuous advancement of the "Thirteenth Five-Year Plan"， my country's innovation capabilities have continued to improve， and some areas have already taken the lead in the world. Driven by the party and government's "mass entrepreneurship and innovation"， my country's scientific research and innovation vitality has been further released .

創新是一个国家进步的灵魂，是一个国家繁荣的不竭动力，是中华民族最深刻的民族成就。在激烈的国际竞争中，创新者只有不断进步和成长，才能赢得竞争。企业技术创新的主体是企业技术创新和管理的主体。本文阐述了研究中存在的问题，从创新管理、创新理念、创新技术3个方面向我国企业研发项目提出了建议。

1  发展概述

伴随着改革开放的不断深入推进，我国在引进大量技术设备的同时，工业技术水平取得了巨大的发展，创新在促进经济社会发展过程中发挥了日益重要的作用。在党和政府的支持引导下，科研项目取得了巨大的成效，华为是中国著名的高科技企业，作为中国高科技企业的代表，从1987年成立以来坚持创新，从20世纪90年代起，华为将每年销售额的10%应用到创新和研发中，45%的员工从事研发工作，华为的成功，向社会证明了企业只有沉静下来搞研发才能拥有更加长久的未来[1]。……
