摘要：高校产学研的发展，是推动高校全面创新发展的重要途径与方式之一。结合当前形势，阐述了辽宁省加强高校产学研合作的意义;分析了辽宁高校实施产学研合作战略的优势、劣势、机遇和威胁。在此基础上，提出了辽宁高校产学研“政府-大学-企业”三位<！-- 补充不少于4个，英文一致，每个中间用;号隔开 -->一体的合作战略及其实施措施：即政府需加强政策引领;高校要聚焦产学研合作，加强创新建设;企业方面要强化企业在产学研合作方面的重要主体作用。

Abstract： The development of industry ， university and research in colleges and universities is one of the important ways to promote the comprehensive innovation and development of colleges and universities. Combined with the current situation， this paper expounds the significance of strengthening the cooperation of industry， university and research in Liaoning Province， and analyzes the advantages， disadvantages， opportunities and threats of implementing the cooperation strategy of industry， university and research in Liaoning universities. 高校产学研的发展，是推动高校全面创新发展的重要途径与方式之一。高校的产学研是一项系统工程，产，一般指产业经济;学，可以理解为高校的人才培养;研，即科研机构的科学技术研究。辽宁高校的产学研合作，能够充分利用各方科研平台和项目资源，结合辽宁省情和各高校实际情况，以实施产学研一体化合作项目为抓手，以加大人才资源建设为突破口，以提升高校创新为目标，不断建立健全体制机制，取得了一定成效。

1 加强高校产学研合作的意义

1.1 有利于培养高素质、复合型人才

人是生产力中最活跃、最重要的因素。现在我国是世界第二大经济体，但一些“卡脖子”的技术还受制于人，很多科技成果也没有得到有效转化。推动经济社会高质量发展、建设现代化经济体系，必须要加快发展现代化教育，培养高素质、复合型人才，这也就是高校创新的要义所在，也是高校产学研的意义所在。……
