摘 要：在乡村振兴战略实施背景下，为了推动通海县烟草产业的发展提升，通过调查问卷、实地走访、实地观察等方法对通海县烟草产业发展问题进行了分析。结合实际问题，对构建技术先进、特色鲜明、绿色安全、动态迭代的现代化烟草产业体系提出了几点建议。

Research on the Promotion and Development of Traditional Cash Crop Tobacco Industry from the Perspective of Implementing the Rural Revitalization Strategy

——A Case Study of Tonghai County

Abstract： From the perspective of the implementation of the rural revitalization strategy， in order to promote the development and upgrading of the tobacco industry in Tonghai County. Through questionnaires， field visits， field observations and other methods， the development of the tobacco industry in Tonghai County was analyzed in detail. Combining actual problems， methods and suggestions are put forward for building a modern tobacco industry system with advanced technology， distinctive features， green safety， and dynamic iteration.

中共十九大在全党工作中将重视农业和农村发展的优先事项作为乡村振兴战略的总原则。现代烟草种植是烟草业充分贯彻中共第十九次全国代表大会精神的重要一步。在现代烟草产业的发展中，一个完整的产业体系构造是非常重要的。为了实现现代烟草产业的可持续发展，必须在巩固基础的同时不断提升烟草产业，改变传统的烟草种植方式。依托现代农业产业体系，发展生产和运营体系，增强现代烟草产业的创新能力、竞争力及全要素生产率，从而加快现代烟草种植业的发展，带动整个乡村发展的产业链活跃起来。

1 通海县烟草产业现状

云南省通海县位于北纬23°～24°，是最适宜烟草生长的纬度，位于滇中偏南，地理位置优越，一二三产业持续稳定发展，县域经济发达，历史文化悠久，有“礼乐名邦”的美誉。总面积约721km2，海拔高度中等，光照充足。多年平均气温15℃，气候温和、雨热同期，植被茂密，土地肥沃，有国家湿地公园杞麓湖，水源充足、水系发达。烟草种植的要素齐全，是红塔集团和四川烟草公司的优质原材料基地。……
