摘 要：在脱贫攻坚完胜之年，党的十九届五中全会明确指出，“十四五”期间，“坚持把解决好‘三农问题作为全党工作重中之重，走中国特色社会主义乡村振兴道路，全面实施乡村振兴战略”。亳州市正处于经济发展上升时期，农业经济稳中上升。该文运用SWOT分析法对亳州市农业发展面临的优势、机遇、劣势以及威胁进行分析，并提出了完善农业转型，贯彻绿色发展理念;把握发展机遇，提高科技创新能力;加强人才培养，平衡农业发展等对策建议。

Analysis of Agricultural Development Condition and Environment in Bozhou City

Abstract： In poverty a crucial victory over years， it is pointed out in the fifth plenary session of the party's 19th in difference during the planning， "insisting that solve" three agriculture "problem is the work priority， taking the path of rural revitalization of socialism with Chinese characteristics， fully implement the strategy of rejuvenating the country". Bozhou City is in the stage of rising economic development， and the agricultural economy is rising steadily. This paper analyzes the development advantages， opportunities， disadvantages and threats faced by Bozhou City with SWOT analysis method， and puts SWOT analysis method， and puts forward several suggestions. First， improve agricultural transformation and implement green development. Second， seize development opportunities and enhance scientific and technological innovation. Third， strengthen personnel training and balance agricultural development.

2021年中央一號文件《中共中央国务院关于全面推进乡村振兴加快农业农村现代化的意见》指出，“民族要复兴，乡村必振兴”。要坚持把解决好“三农”问题作为全党工作重中之重，把全面推进乡村振兴作为实现中华民族伟大复兴的一项重大任务。亳州市自“十三五”以来，经济持续稳中发展，物质文明和精神文明不断提升，农业经济呈现出稳中向好的趋势，但也存在一些问题和困难。为此，笔者基于SWOT分析法，分析亳州市农业经济发展目前存在的问题和优势，探索亳州市农业现代化发展新路。

1 亳州市经济发展现状

亳州市为安徽省地级市，位于安徽省西北部，辖谯城区、蒙城县、涡阳县和利辛县，区位优越，交通快捷便利。亳州市规划区总面积572.77km2，现有现代中药、白酒、食品制造及农产品加工、汽车及零部件、文化旅游、煤化工及新能源、电子信息、现代服务业、战略性新兴产业、劳动密集型制造等十大产业。……
