【摘  要】战略成本管理由传统成本管理衍生而来，在战略成本管理的思想下，企业需要分析所面临的生存环境及竞争地位，有效地降低成本并改善投入产出比，作出正确的管理决策，从而更好地实现成本管理目标。战略成本管理已越来越为企业所重视，但在实际运用过程中仍存在一定的问题与不足。论文结合互联网金融的时代背景，分析了中小商业银行中的战略成本管理现状，阐述了相关建议，希望对银行有效运用战略成本管理而提高经济效益有所帮助。

【Abstract】Strategic cost management is derived from traditional cost management. Under the thought of strategic cost management， enterprises need to analyze the living environment and competitive position they are facing， effectively reduce cost and improve the ratio of input-output， make correct management decisions， so as to achieve the goal of cost management better. Strategic cost management has been paid more and more attention by enterprises， but there are still some problems and deficiencies existing in the process of practical application. This paper analyzes the current situation of strategic cost management in small and medium-sized commercial banks combined with the background of internet finance， and expounds relevant suggestions， hoping to help banks effectively use strategic cost management to improve economic benefits.

1 企业战略成本管理介绍

战略成本管理就是以战略的视角对企业的价值链进行成本管理，结合自身优势为企业管理提供战略性成本信息，降低成本并创造竞争优势，提升企业战略地位，以利于企业适应外部不断变化的环境。战略成本管理是成本管理与战略管理的结合，在战略成本管理的思想下，企业既要注意控制成本，又要结合战略目标，做好成本信息的收集、处理与利用等相关工作，帮助企业更好进行整体规划与战略决策，从而保障战略成本管理的有效性。

在战略成本管理的分析过程中，包括外部环境分析和内部分析，主要有PEST分析法、SWOT分析法和价值链分析法等，本文主要介绍SWOT分析。

SWOT是英文Strength、Weakness、Opportunity、Threat的缩写，即通过企业面临的强势、弱势、机会和威胁这4个要素，来分析所处的战略环境，帮助企业利用好所拥有的优势和机会，同时，使弱势和环境中的威胁降到最低。……
