摘 要 站在服务总体国家安全观、建设更高水平平安中国、落实中国企业走出去战略的大局视角下，阐述了高素质涉外警务人才培养的必要性和紧迫性，及新时期开展国际执法工作面临的更新更大的困难与挑战。在分析当前国内高校涉外警务人才培养现状及存在问题的基础上，提出了加强和改进我国涉外警务人才培养机制的改革思路，为进一步推进公安工作的国际化，为中国积极、主动、高效地参与全球安全治理提供有力的智力支持。

Abstract From the perspectives of an overall national security outlook， more effectively carrying out the peaceful China initiative， and the implementation of “go-global” strategy of Chinese companies， this paper expounded the necessity and urgency to cultivate the high-quality international policing talents， as well as the greater difficulties and challenges we faced during the process of the international law enforcement in the new era. Based on the analysis on current situation and existing problems of international policing talent cultivation in Chinese police and local universities and colleges， it put forward some reform ideas of strengthening and improving our international policing talent cultivation mode， which would provide strong support for further internationalization of the public security work and Chinas active and efficient participation in the governance of global security.

随着我国与世界各国合作交流程度持续加深，在促进经济社会快速发展的同时，各国及国与国之间的非传统安全问题日益突出，全球安全面临的不确定因素不断增多。这给我国公安国际执法合作工作带来新的挑战和困难，因此，加强和改进我国涉外警务人才培养体系，培养高素质涉外执法专业化人才成为公安机关迫切需求。

1 更高水平平安中国建设对新时代涉外警务人才培养提出更高要求

（1）加强和改进涉外警务人才培养模式是主动服务我国“一带一路”建设倡议，推进更高水平对外开放及维护我国海外利益安全的重要举措。随着中国“走出去”战略的推进，在“一带一路”倡议的推动下，我国逐步走向世界经济舞台的中心，大量的国内资本和劳动力输出国外，我国在海外巨额的资金和公民的合法利益亟待有效保护。……
