摘 要：运用文献资料法、专家访谈法和实地考察法对山东省航空运动产业高质量发展进行研究。主要结论：发展航空运动产业对我省经济转型、产业升级具有重要作用，但目前仍存在政策落实不力、专业人才紧缺、市场化程度低、保障体系薄弱等问题。提出具体路径：贯彻落实政策文件，深化管理体制改革;降低航空运动消费门槛，激发大众消费热情;基础教育阶段增设航空课程，壮大航空专业人才队伍;营造航空体育文化氛围，提升大众认知水平;利用流行趋势吸引关注，扩大宣传力度;加强安全管理，健全监督检查制度;学习和借鉴国内外成功开展经验。

Predicament and path exploration of high-quality development of aviation sports industry in Shandong province

Abstract：With the methods of literature review， expert interview and on-the-spot investigation， this paper analyzes the high-quality development of aviation sports industry in Shandong province. Study shows that it is of great significance to develop aviation sports industry for economic transformation and industrial upgrading in Shandong province， but there are still difficulties such as weak policy implementation， shortage of professional talents， low degree of marketization， weak security system， etc. Specific measures are proposed as follows： deepen the reform of management system and improve relevant policy documents; lower the consumption threshold of aviation sports and stimulate the enthusiasm of mass consumption; add aviation courses to the stage of basic education and extend the scale of relevant professionals; create strong cultural atmosphere of aviation sports to enhance public awareness; make use of the prevalent trend to attract public attention; strengthen safety management and improve the supervision and inspection system; learn and draw on the successful experience at home and abroad.

航空运动产业是以航空运动为载体，提供相关系列产品、服务和产业链的经济活动的总称[1]，主要涉及航空运动器械装备制造、服装研发、教育培训、竞赛表演、航空旅游、休闲体验[2]等。目前我国正式开展的航空运动包括运动飞机、热气球、滑翔、飞机跳伞、轻小型无人驾驶航空器、航空模型等六大类共26个运动项目[3]。随着我国低空空域管理改革持续推进，促进航空运动产业的规划政策密集出台，航空运动消费需求日益增长并呈现多层次多样化的发展趋势，航空运动产业发展面临宏观环境、产业政策、消费需求等多重战略机遇叠加的发展期[4]，正加速发展成为我国重要新兴体育项目产业之一。……
