摘 要：为推进我国政务社交媒体文件管理的政策建设与行动发展，通过分析归纳整合出美国政务社交媒体文件管理政策体系构建进展，并基于此解析出管理要点，为构建管理主体的协同网络、理解管理对象的内涵及范围、强化流程设置中的全程管理、提供完善的制度与技术保障。由此结合我国实际情境，从文件管理方法参照和政策制定策略设计两方面，优化国内政务社交媒体文件管理政策的建构策略。

Research on the Progress and Enlightenment of Policies on Management of American Government Social Media Records

Abstract：To advance its policies and actions on government social media records management in China， based on the text analysis， this paper analyzed some key points about the management on a basis of inductively integrating the management process of its American counterpart. Four cruses from developing collaborations among the managing subjects and grasping the connotation and scope of the managed objects， to intensifying whole process management in the workflow and providing complete systems and technical supports have thus been proposed， which， with a combination of its practical situation， are expected to shed light on the optimization of policies on managing government social media records in China by referring to methods of records management and by designing strategies towards policymaking.

第47次《中國互联网络发展状况统计报告》[1]显示：截至2020年12月，已有31个省份开通共计近17万个社交媒体账号，在账户持续增长与运营中产生了海量政务社交媒体文件。如何有效管理这些兼具证据、记忆、资源和资产价值的信息，是档案领域融合“互联网+”战略实现数字转型的重要议题。政务社交媒体文件管理实践已在世界范围内展开探索。[2]2010年以来，以美国为先，英澳等国的政府部门和档案机构等相继出台相关政策，如美国的《社交媒体文件捕获最佳实践白皮书》[3]、英国的《业务选择政策：英国中央政府的网络资产》[4]、澳大利亚的《社交媒体：另一种类型的联邦文件》[5]。我国亦在国家档案局公布的《机关档案管理规定》[6]中将机关产生的社交媒体文件纳入管理范围；然而部分政府网流程有待完善的政策体系提供完整有效的规则，这较大程度源于管理、技术、法律、伦理等方面的问题未得到系统的专业解答。……
