摘 要：文章立足“十四五”时期档案事业高质量发展的战略导向，综合运用文献调研、网络调研和比较研究法，归纳出苏州市档案馆立足馆藏特色档案在服务理念、手段、内容和目标等方面的特点：思维前瞻、善用社媒、突出中心、目标高远；基于苏州实践，结合其他档案馆经验，提出符合高质量发展要求的我国综合档案馆特色档案服务的实现路径——加强特色档案资源建设；打造特色档案品牌符号；融入地方发展大局。

Advanced Model and Realization Path of Characteristic Archives Service under the Guidance of High-Quality Development

Abstract：Based on the strategic orientation of high-quality development of archival undertaking during the "14th Five-Year Plan" period， this paper investigates and summarizes the characteristics of Suzhou Archives in terms of service concept， means， content and objectives： forward-looking thinking， making good use of social media， highlighting the center and aiming at high goals； Based on the practice in Suzhou and the experience of other archives， this paper puts forward the realization path of characteristic archives service in Chinas comprehensive archives which meets the requirements of high-quality development： strengthening the construction of characteristic archives resources； Creating the brand symbol of characteristic archives； Integrating into the overall situation of local development.

1引言

2020年《中共中央關于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》指出，我国已转向高质量发展阶段，“十四五”时期，经济社会发展的指导思想是贯彻创新、协调、绿色、开放、共享的新发展理念，以推动高质量发展为主题。国家档案局局长陆国强在2020年全国档案局长馆长会议上指出，2021年全国档案工作要以推动档案事业转型发展、高质量发展为主题，补短板、强弱项、破难题、提质量。可见，高质量发展将是“十四五”时期我国档案事业发展的主基调和总导向。

笔者在调研综合档案馆利用服务的先进典型时发现，苏州市档案馆（下文简称苏州馆）自2017年，馆藏29，592卷近现代苏州丝绸样本档案成功入选《世界记忆名录》之后，高度重视并深入挖掘丝绸档案资源，开展了一系列成效卓著的特色档案服务，契合高质量发展要求，备受业界关注，由此引发笔者研究兴趣。……
