摘 要：新修订《科学技术研究档案管理规定》的发布实施有助于规范科研档案管理工作、提高管理水平。文章从词频和主题两个层面对新旧文本进行对比分析，发现二者有较大差异，通过对其差异进行梳理分析，总结出了新文本在明确管理职责、落实电子文件管理和促进利用共享等方面具有的亮点，最后指出其在监督检查、科研档案人员以及定密、降密和解密等方面的不足。

Analysis of "Regulations on the Management of Scientic and Technological Research Archives" based on Textual Comparison

Abstract：The promulgation and implementation of the newly revised "Regulations on the management of scientific and technological research archives" will help to standardize the management of scientific research archives and improve the management level. This paper makes a comparative analysis of the new and old texts from the two levels of word frequency and theme. It finds that there are some differences between the new and old texts. It summarizes the highlights of the new text in clarifying the management responsibilities， implementing the management of electronic documents and promoting the utilization and sharing of the new text. Finally， this paper points out the deficiencies in supervision and inspection， scientific research archivists， as well as the classification， declassification and declassification.

2020年9月11日，國家档案局、科学技术部公布了《科学技术研究档案管理规定》（以下简称“新文本”），自2020年11月1日起施行。新文本是在1987年版《科学技术研究档案管理暂行规定》（以下简称“旧文本”）的基础上结合科研档案工作实际以及时代发展的要求修订而成的，此次修订贯彻落实了《全国档案事业发展“十三五”规划纲要》精神，对科研电子文件管理、科研档案的信息共享和开发利用等方面提出了相应要求。新文本的发布与实施将进一步规范科研档案管理工作，也会对我国科研电子文件长期保存能力的提高产生一定的推动作用。

2020年10月26日，笔者在中国知网中以“科学技术研究档案管理暂行规定”OR“科学技术研究档案管理规定”进行主题检索，共检索到6篇文献，经去重后获得2篇有效文献。1987年，《档案工作》刊登了《科学技术研究档案管理暂行规定》，并进行了解读。[1]2018年，毕建新、刘卫和李东在《档案学研究》上发表了《关于〈科学技术研究档案管理暂行规定〉修订的思考与建议》一文。……
