摘 要：黄河流域生态保护和高质量发展是重大的国家战略，也是重要的民生工程。“让黄河成为造福人民的幸福河”是黄河保护与治理的总目标和总要求。渭河是黄河最大的支流，渭河生态是黄河生态治理的重点和难点，渭河生态区建设关系到黄河生态治理的成色和质量。把渭河治理成为陕西人民的幸福河是陕西在十四五时期的重要任务。渭南段渭河生态区建设依然存在一些突出问题，应创新理念，坚持系统治理与绿色发展，通过打造“四廊两区”实现渭河生态区的高质量可持续发展，挖掘传承渭河文化以弘扬生态文明。

Exploration on the Ecological Construction Path of the Yellow River Basin During the 14th Five-Year Plan Period

——Based on the Practice of Ecological Management of Weinan Section of Weihe River

Abstract：Ecological protection and high quality development in the Yellow River Basin are important national strategies and important livelihood projects. “Making the Yellow River a happy river for the benefit of the people” is the general goal and requirement of the Yellow River protection and management. Weihe River is the largest tributary of the Yellow River， and Weihe River ecology is the key and difficult point of the Yellow River ecological control. The construction of Weihe River ecological area is related to the color and quality of the Yellow River ecological control. It is an important task of Shaanxi in the 14th Five-Year Plan to control Weihe River into a happy river for Shaanxi people. There are still some outstanding problems in the construction of Weihe ecological area in Weinan section. We should innovate ideas， adhere to system management and green development， and realize the high quality and sustainable development of Weihe ecological area by creating “four corridors and two districts”. Mining and inheriting Weihe culture promotes ecological civilization.

十九届五中全会提出了“十四五”时期经济社会发展主要目标，生态文明建设实现新进步，生态环境持续改善，生态安全屏障更加牢固，城乡人居环境明显改善[1]。众所周知，黄河生态治理是生态文明建设的重中之重。2019年黄河流域生态保护和高质量发展上升为国家战略，凸显了黄河生态系统的特殊重要性，“让黄河成为造福人民的幸福河”是黄河保护与治理的总目标和总要求。渭河是黄河最大的支流，渭河生态是黄河生态治理的重点和难点，渭河生态区建设关系到黄河生态治理的成色和质量。实施渭河全线综合整治和渭河生态区建设，是贯彻习近平总书记关于生态文明建设系列重要指示，落实五大发展理念，实现追赶超越目标的重要举措。……
