摘 要：政务公开标准化规范化是区县政府规范权力运行过程、推进服务型政府建设的重要路径。在具体的区县试点建设过程中发现，政务公开标准化规范化的参与主体、手段方式、公开内容、平台载体距离顶层设计的理想效果还存在一定差距，究其深层次内因，主要表现为区县部门治理能力不足。区县政府亟需统筹运用多种手段，调动起政府履责合规、社会参与监督的积极能动性，释放出政务公开潜在效力和政务数据综合价值。

Abstract：The standardization and normalization of government affairs openness is an important approach for district and county governments to standardize the process of power operation and promote the construction of a service-oriented government. In the process of the specific pilot construction of districts and counties， we find that there is still a gap between some links of standardization and normalization of government affairs openness and the ideal effect of top-level design， including participating subjects， means and methods， public content and platform carriers. The deep-seated internal causes are mainly manifested in the lack of governance ability of district and county departments， and the urgent need for district and county governments to use a variety of means to mobilize the governments compliance and social responsibility. The initiative of participating in the supervision releases the potential effectiveness of government affairs publicity and the comprehensive value of government affairs data.

一、问题的提出

以人民为中心是基层社会治理的核心要义，政务公开是准确把握时代脉搏、回应民众信息诉求、提升政府服务能力的重要路径。国务院办公厅先后下发《关于印发开展基层政务公开标准化规范化试点工作方案的通知》（国办发〔2017〕42号）、《2018年政务公开工作要点》（国办发〔2018〕23号）、《2019年政务公开工作要点》（国办发〔2019〕14号）、《关于全面推进基层政务公开标准化规范化工作的指导意见》（国办发〔2019〕54号）等相关文件，部署、指导和推进政务公开标准化规范化。

政务公开标准化规范化从本质上说也是政府治理行为，是迎合当前社会发展势态的必然选择。基层试点改革建设承担着先行先试、大胆创新的职责与使命，能够映射出顶层设计和实施方案的现实成效。区县层面试点工作的主要目标就是解决政务公开和政务服务过程中的随意性、选择性、模糊性、无序性等问题，推动建设人民满意的服务型政府。……
