摘 要：国家治理现代化已上升为我国国家建设的重要战略，推进国家治理现代化战略需在明确国家治理现代化的基础上确定其主要任务。国家治理现代化的基础是人的现代化，我国在此方面仍有许多可完善空间。结合社会转型进入传统性、现代性和后现代性并存阶段的现实，建构新韦伯式国家治理模式是国家治理现代化的重要任务。

On the Basis and Task of Modernization of State Governance

Abstract：The modernization of national governance has risen to an important strategy of national construction in China. To promote the modernization strategy of national governance， we need to determine its main tasks on the basis of clarifying the modernization of national governance. The foundation of the modernization of national governance is the modernization of human beings， and there is still much room for improvement in this area，which affects the strategic choice of the modernization of national governance， and combines the reality that the social transformation has entered the coexistence stage of tradition， modernity and post-modernity. The task of national governance modernization is to construct a new Weber-style national governance model. It is very urgent to promote the modernization of human beings and speed up the process of the new Weber-type national governance model.

一、引言

從党的十八届三中全会提出国家治理体系和治理能力现代化的总体目标，到十九届四中全会确定国家治理体系和治理能力现代化“三步走”的战略步骤，国家治理现代化已上升为我国国家建设的重要战略。

从理论研究来看，现代化研究从二战后期既已兴起，早期研究主要关注从传统社会向工业社会转型过程中的问题，后来一些学者开始关注后工业社会的现代化问题，提出了“再现代化”“后现代化”理论。从治理研究来看，“治理”可谓是过去三十年国际社科领域中最为流行的术语之一，这些以新自由主义为理论基础、以去国家化为核心理念的理论可以称之为狭义上的治理理论。从更为一般的政治统治与政府管理之实质内容理解，治理理论研究其实可以追溯到更早的历史时期。蓝志勇归纳出人类已知的六种治理类型：前现代威权型治理、前现代民主治理理想、现代早期的马基雅维利型治理、现代启蒙治理哲学（自由利益群体治理）、现代官僚型治理和民主善治（民主社会主义的治理）[1]。……
