摘要 高校不仅担负教书育人的根本任务，其作为重要的社会力量，也承担着定点扶贫的责任与使命。高校在定点扶贫过程中，可以充分发挥科技、人才以及智力等独特优势。经过多年的不断探索，已有许多高校探索出定点扶贫的经典模式。基于西北农林科技大学“三团一队”定点扶贫模式在帮扶合阳县所取得的成效以及“三团一队”保障机制不健全、扶贫工作主要发力点不突出、多主体共同参与程度不够以及社会力量吸引不足的困境，探索优化路径，以此来完善“三团一队”定点扶贫模式。

Abstract Colleges and universities not only undertake the fundamental task of teaching and educating people， but as an important social force， they also undertake the responsibility and mission of targeted poverty alleviation. In the process of targeted poverty alleviation， colleges and universities can give full play to their unique advantages such as technology， talents， and intelligence. After years of continuous exploration， many colleges and universities have explored classic models of targeted poverty alleviation. Based on the effectiveness of the “three regiments and one team” fixed-point poverty alleviation model of Northwest A&F University in helping Heyang County， as well as the difficulities that the “three regiments and one team” guarantee mechanism is not sound， that the main focus of poverty alleviation work is not prominent， that the participation of multiple entities is not sufficient， and that social power do not have enough attraction， this article explores and optimizes the path to improve the “three regiments and one team” fixed-point poverty alleviation model.

國务院办公厅等相关部门出台《关于实施教育扶贫的意见》《关于做好新时期直属高校定点扶贫工作意见通知》等，明确指出高校作为重要社会力量，参与到定点扶贫是责任更是使命。高校参与扶贫开发的探索表明，实施高校定点扶贫计划具有重大战略意义，高校在国家扶贫战略布局中不可或缺，在科技、人才和教育等方面具显著优势，在脱贫攻坚战中大有作为[1]。西北农林科技大学（以下简称西农）积极响应党和国家的号召，积极投身到定点扶贫工作中来，并形成“三团一队”定点扶贫模式，但其在运行过程中存在“三团一队”保障机制不健全、扶贫工作主要发力点不突出、多主体共同参与程度不够以及社会力量吸引不足的困境，因此需要优化“三团一队”定点扶贫模式的路径，以完善该扶贫模式。……
