摘 要：在经济发展新常态的形势下，如何实现高质量发展已成为一项重要的议题，而新旧动能转换的提出，则为实现这一发展理念提供了思路。同时，乡村旅游业在发展中展现出了蓬勃的生命力，在实现经济可持续发展中扮演着重要的角色。因此，实现乡村旅游业新旧动能的转换具有重要意义。该文探讨了如何实现乡村旅游业新旧动能转换以及相应的保障措施。

Abstract： Under the situation of the new normal of economic development， how to achieve high-quality development has become an important topic， and the proposal of the conversion of new and old driving force provides ideas for realizing this development concept. At the same time， as an important and dynamic economic growth point， rural tourism plays an important role in achieving sustainable economic development. Therefore， it is of great significance to realize the conversion of new and old kinetic energy of rural tourism. This article aims to explore how to realize the conversion of new and old kinetic energy of rural tourism and the corresponding safeguard measures.

1 新旧动能转换政策演进

新旧动能转换是在经济发展新常态、供给侧结构性改革以及科学技术高速发展的新形势下应运而生的，是指逐步减少旧动能在促进经济发展中的作用，增加新动能的广泛应用，或是利用新动能转换升级旧动能[1]。如此方能使得两者发展比例得以调整，使新动能发挥更大的作用，成为推动经济绿色健康发展的新引擎。2015年10月，李克强总理在一次政府会议所作的讲话中正式提出“新旧动能”这一概念。2016年3月，“十三五规划”中指出要拓展发展动力新空间，增强发展新动力。2016年3月，李克强总理做政府工作报告，报告中有3处提到“新旧动能”，进一步体现出了进行新旧动能转换的重要性。2017年1月，国务院办公厅下发了关于加快新旧动能转换的文件，进一步明确了新旧动能的重要作用及其重要依托，其核心在于技术引领，由此革新传统的业态、模式，使知识、信息等新的生产要素焕发增长活力。……
