摘 要：本文运用文献资料法、专家访谈法、综合分析法对冰雪体育文化夯实与延展的必要性与重要性、中小学校在冰雪体育文化传承中的地位与作用、黑龙江省中小学校冰雪体育文化的现状、夯实路径与延展策略等内容进行了深入的分析。研究结果表明：冬奥会背景下黑龙江省中小学校冰雪体育文化的夯实与延展，要加快冰雪运动特色中小学校建设;加强冰雪项目专业师资队伍建设;适时适地地开展冰雪运动项目;理论与技能并重，校内与校外并进。与此同时，要锻造冰雪体育制度体系;创造冰雪体育文化环境;打造校园冰雪体育品牌;制造冰雪体育参与契机。

Abstract：

In this paper， by using the methods of literature， et al.， the necessity and importance of consolidating and extending ice and snow sports culture， the status and role of primary and secondary schools in ice and snow cultural heritage， the current situation of ice and snow sports culture in primary and secondary schools in Heilongjiang Province， the path of consolidation and the strategy of extension are discussed Analysis. The results show that under the background of the Winter Olympic Games， it is necessary to speed up the construction of primary and secondary schools with ice and snow sports characteristics， timely and appropriately carry out ice and snow sports projects， attach equal importance to theory and skills， and make progress both inside and outside the school. At the same time， it is necessary to strengthen the construction of professional teachers of ice and snow projects， create an ice and snow sports festival on campus， improve the quantity and quality of community construction， and innovate ice and snow activities.

隨着北京2022年冬奥会的成功申办，在习近平主席提出“三亿人参与冰雪运动”的倡导下，在《中共中央国务院关于加强青少年体育增强青少年体质的意见》《国家中长期教育改革和发展规划纲要 （2010—2020年） 》《“健康中国2030”规划纲要》和《冰雪运动发展规划（2016—2025年）》等文件精神贯彻落实的背景下，冰雪运动在全国各大城市推广普及，吸引了大量的、各年龄段、各种类型的群众参与，满足了群众冬季多样化的健身需求，已成为落实全民健身国家战略、推广普及冰雪运动的品牌活动。既为冰雪运动“南展西扩东进”书写了浓墨重彩的一笔，也让“三亿人参与冰雪运动”从愿景逐渐走向现实[1]。……
