摘 要：滑雪旅游政策是党和国家为实现滑雪旅游良性发展目标而确定的标准与准则，是滑雪旅游发展的风向标。本文采用文献资料、内容分析、数理统计等研究方法，对1996—2019年间的滑雪旅游政策从政策年度特征、政策作用对象、政策主体、政策工具、政策力度等方面进行量化分析。研究发现：我国滑雪旅游政策总量不足，尚未建立完善的滑雪旅游政策体系;政策颁布主体集中，国家政策引导与扶持明显，但政策文本的落實跟进并没有充分体现;政策刚性具备，但控制职能欠缺，弹性不足。建议：逐步完善我国滑雪旅游政策体系建设;加快特色政策的制定与地方性试点工作;充分利用政策的管控效应，提高政策制定的前瞻性与全局性。

Abstract：

Thekiing tourism policy is the standard and criterion established by the party and the state to achieve the goal of the healthy development of skiing tourism.By using the methods of literature， content analysis and mathematical statistics， this paper makes a quantitative analysis of the skiing tourism policy from 1996 to 2019 in terms of policy quantity， policy type and policy strength. It is found that the total amount of ski tourism policies in China is insufficient， and a perfect ski tourism policy system has not been established; the main body of policy promulgation is centralized， and the national policy guidance and support are obvious; the favorable trend of ski tourism policies is beginning to show， and the number is on the rise. Suggestions： gradually improve the construction of Chinas skiing tourism policy system; accelerate the formulation of characteristic policies and local pilot work; accelerate the implementation of policies.

滑雪旅游政策是国家行政机构为满足滑雪旅游需求和促进滑雪旅游行业整体发展，将“冷资源变成热产业”发展目标而制定的一系列政策、法律法规、规章制度、方法措施等的总称，是指引滑雪旅游合理规划与健康发展的国家导向与理想路径，也是规范滑雪旅游产业健康发展的依据和准则，对区域经济发展和滑雪旅游空间格局形成有着重要的指导意义，有助于滑雪旅游产业多要素整合发展。2015年北京联合张家口成功申办2022年冬奥会，习近平总书记也提出了“3亿人参与冰雪运动”的战略目标，特别是我国新疆阿勒泰地区作为人类滑雪最早起源地得到业界认可后，我国滑雪旅游开发呈现井喷式发展，滑雪渐渐由小众运动成为大众健身运动，滑雪旅游后发优势明显。……
