摘  要：近年创新创业教育已经成为中国高等教育改革的重要方向和趋势。创新创业教育研究着眼在“点”上，而人才培养工作着眼在“面”上，如何更为科学地抓住核心与关键点，并有效做到“点面结合”，是当前创新创业教育最需要解决和最难解决的现实问题。文章利用层次分析法（AHP）构建递阶层次模型，通过构造指标矩阵，在眾多指标中找出核心与关键点，并基于AHP数据分析结果，以突出核心、抓住关键为原则，有针对性地设计出家校共育、导教结合、融合共建、分层辅导等四个层面的系统化应用策略。

Abstract： In recent years， innovation and entrepreneurship education has become an important direction and trend of reform in Chinese higher education. The research on innovation and entrepreneurship education focuses on "point" while talent cultivation focuses on "plane". Thus， it is a most urgent and difficult problem for innovation and entrepreneurship education to grasp the core and key points more scientifically and achieve "point and place combination" more effectively. Starting with the Analytic Hierarchy Process （AHP）， this paper constructs a hierarchy model， finds out the core and key points in many indicators through the construction of an index matrix and analyse results based on AHP data. Besides， according to the principles of highlighting the core and grasping the key points， this paper designs four levels of systematic application strategy including family-school co-education， guiding and teaching combination， integration and co-construction， and hierarchical tutoring.

2007年党的十七大提出“提高自主创新能力，建设创新型国家”和“促进以创业带动就业”的发展战略; 2012年党的十八大要求“培养学生社会责任感、创新精神、实践能力”;2017年党的十九大报告提出“加快建设创新型国家”。2010年教育部出台《关于大力推进高等学校创新创业教育和大学生自主创业工作的意见》，要求高校创新创业教育要面向全体学生，融入人才培养全过程;2015年国务院办公厅下发《关于深化高等学校创新创业教育改革的实施意见》，指出创新创业教育改革是推进高等教育综合改革的突破口，为高校创新创业教育厘清了改革思路，指明了奋进方向，是国家对创新创业教育改革做出的顶层设计。

在党和国家的重视下，中国的“创新创业教育”实践呈现出从外围、边缘到圆心聚向的良好态势，近几年已经成为中国高等教育改革的重要方向和趋势。……
