摘  要：面向我国教育发展的重大契机，在“双一流”背景下，地方高校研究生培养工作也面临着新的机遇和挑战。沈阳工业大学管理科学与工程专业研究生培养工作紧抓趋势，结合现有研究生培养全流程评价体系，通过将科教融合交叉科研团队、跨学系项目团队和多层级教学项目团队融入时效动态评价指标，讨论了双一流背景下地方院校研究生全流程培养评价体系的构建、存在的问题和解决建议。

Abstract： Facing a major opportunity for the development of education， the postgraduate training of local universities， under the background of "double first-class"， is facing new opportunities and challenges. Shenyang University of Technology grasps the trend of graduate education in management science and engineering， and combines the existing full-process evaluation system for graduate training. By integrating science and education， cross-scientific research teams， inter-faculty project teams， and multi-level teaching project teams into dynamic evaluation indicators， the paper discussed the construction， evaluation， and solutions of the full-process training evaluation system for postgraduates in local universities under the double-first-class background.

一、概述

习近平同志在十九大报告中指出，要加快一流大学和一流学科建设。2015年我国开始统筹推进建设世界一流大学和一流学科，2017年发布《推进世界一流大学和一流学科建设实施办法》，2018年印发《关于高等学校加快“双一流”建设的指导意见》。“双一流”建设是目前我国高等教育改革与发展的重要内容，对我国高等教育发展布局产生根本性影响。在“双一流”建设背景下，高质量研究生培养工作是促进教育教学创新理论和方法的重要引擎，是适应学科历史发展的必然趋势。

研究生培养评价是高校研究生教育质量监控体系的重要环节，决定了高层次创新型人才培养的质量。目前主要有学科评估、质量认证等，具体到培养工作主要是面向教学单位的教学状态评估、面向培养过程和毕业状态的质量调研等，基本都是从研究生培养的供给侧出发，着重教育保障、过程规范和教育基础设施等局部要素。……
