摘要 充分认识乡村振兴的重要意义有助于乡村振兴战略的全面落实和乡村振兴质量的提高。乡村振兴战略把农业农村现代化作为总目标，着力于实现产业振兴、人才振兴、文化振兴、生态振兴、组织振兴5个方面的振兴，有利于促进城乡融合发展、缩小城乡差距，提高农村居民获得感、幸福感、安全感，使发展带来的好处更好地惠及亿万农民。针对乡村普遍存在的产业基础薄弱，现代化程度较低，公共保障资源落后等现实困境，以缩小城乡差距、城乡融合发展为出发点，以补短板、强弱项为发展方向，探讨通过发展产业、推进新型城镇化、增加公共财政支出、加强高等教育和部分地区先行先试等5项措施实现乡村振兴。

Rural Modernization Development countermeasures under the Background of Rural Revitalization

Abstract Fully understanding the importance of rural revitalization will help the comprehensive implementation of the rural revitalization strategy and improve the quality of rural revitalization. The rural revitalization strategy takes agricultural and rural modernization as the overall goal， focusing on the realization of the five aspects of industrial revitalization， talent revitalization， cultural revitalization， ecological revitalization， and organizational revitalization， which is conducive to promoting the integration of urban and rural development， narrowing the gap between urban and rural areas， and improving the sense of acquisition a sense of wellbeing， and a sense of security of rural residents，so that the benefits of development can better benefit hundreds of millions of farmers. In view of the practical dilemmas in the rural areas， such as weak industrial foundation， low modernization level， and backward public security resources， the starting point is to narrow the gap between urban and rural areas and the integration of urban and rural development， and to make up for shortcomings and strengths and weaknesses as the development direction. Five measures were discussed by increasing public expenditure， strengthening higher education， and conducting pretrial trials in some areas were discussed.

新中國成立70多年来，在经济、社会、文化等各方面取得辉煌成就，目前GDP总量居世界第二位，科技水平在部分领域已经达到国际先进水平，但同时也应该看到，我国发展不平衡、不充分的问题还比较突出，城乡差距和贫富差距不断拉大，如何实现乡村振兴，让农村居民过上和城市居民一样的幸福生活，是未来中国发展的重要课题，也是中华民族全面复兴的重要历史机遇。习近平总书记指出“乡村振兴战略是党的十九大提出的一项重大战略，是关系全面建设社会主义现代化国家的全局性、历史性任务”，国家的现代化离不开农业农村的现代化，国家的进步发展不能少了农业农村的进步发展。……
