Research on the Talents Development Strategy in Shunde Under the Background of Intelligent Manufacturing

【摘  要】论文在问卷调查的基础上盘点了顺德区人才现状及人才结构特点，结合国家“十四五”规划对产业转型升级的要求，立足顺德区当前产业转型的实际需要，从制定人才发展规划、招才引智、多元人才评价、政校企协同育人的角度提出了人才发展战略措施。

【Abstract】Based on the questionnaire survey， this paper makes an inventory of the current situation of talents and the characteristics of talents structure in Shunde District. Combined with the requirements of the national "14th Five-Year" plan for industry transformation and upgrading， and based on the actual needs of the current industry transformation in Shunde District， this paper puts forward the talents development strategies and measures from the perspectives of formulating talents development plan， attracting talents and introducing intelligence， multi talents evaluation， and cooperation of government， school and enterprise in educating people.

1 研究背景

人才日益成为城市发展以及产业核心竞争力的决定性因素，尤其是在当前国内国际形势发生深刻变化的情况下，人才对于产业转型升级以及创新发展的意义更为凸显。顺德作为全国制造业强区，对于人才的需求十分旺盛。近年来，随着产业升级创新，本土智能制造崛起，全球机器人巨头集聚、珠江西岸先进装备制造产业带核心区的打造，专业性、技能型人才日益成为推动本区发展的重要战略性资源。如何进一步完善人才发展战略，提升对人才的吸引力是顺德区人才政策体系建设需要关注的重点问题。

2 顺德区人才总量现状及特点

截至2018年底，顺德区人才总量43.8万人，人才贡献率为41%。其中，高层次人才招引成绩主要体现在以下方面：一是引进了一批高层次专家和团队。国家“千人计划”专家5人，省“特支计划”人才8人，“珠江人才计划”专家6人，引进创新团队超过50个，其中省级创新创业团队6个，博士1200名。二是确认了一批符合顺德经济和社会发展需求的高层次人才。自2016年8月实施高层次人才政策以来，至2017年末，顺德区共确认高层次人才超过一万人。……
