【摘  要】深化“放管服”改革，推進政府职能转变，是优化“双创”环境的重要举措和关键环节。他山之石，可以攻玉。论文通过对俄罗斯政府职能转换的相关做法进行评析，结合河北实际，提出以“放管服”改革优化“双创”环境的路径和方法。

【Abstract】Deepening the reforms of "streamlining administration and delegating power， improving regulation， and upgrading services" and promoting the transformation of government functions are important measures and key links to optimize the environment of "mass entrepreneurship and innovation". By other's faults， wise men correct their own. Based on the analysis of the relevant practices of the transformation of Russian government functions， combined with the reality of Hebei， this paper puts forward the paths and methods to optimize the environment of "mass entrepreneurship and innovation" through the reforms of "streamlining administration and delegating power， improving regulation， and upgrading services".

1 引言

大众创业、万众创新，是党中央、国务院着眼于我国经济社会发展全局作出的重大决策部署，是激发全社会创造力的重要举措，对于打造经济发展新引擎具有重要的促进意义。近年来，俄罗斯政府出台一系列政策，加快政府职能转换，促进创新创业，取得了一定成效。广泛借鉴好的经验做法，进一步深化河北省“放管服”改革，持续推进政府职能转变，是优化“双创”环境的必然选择。

2 俄罗斯推进政府职能转换促进创新创业的主要做法

经济基础决定上层建筑，政治体制必然要与经济体制相适应。苏联解体后，俄罗斯经济体制由计划经济向市场经济转轨，俄联邦政府实施了一系列措施，大刀阔斧推进行政体制改革，政府的定位和角色开始由统一垂直式管理的“全能政府”，逐步向专司执行、监管、服务的“有限政府”转换。

2.1 加强立法立规，力促政府转型

近年来，俄罗斯政府瞄准推进政府职能转变、实现公共管理现代化、鼓励创新创业，先后出台了《俄罗斯联邦行政改革的措施》《关于在国家监督下保护法人和企业家个人的权利》《关于某些活动的许可》《关于组织提供公共服务》和《减少行政壁垒提高公共服务水平方案》等一系列法律法规。……
