Exploration on the Management and Protection Mechanism of Rural Drinking Water Safety

【摘  要】做好农村饮水安全管护是保障农村饮水安全的重要举措。论文结合望谟县石屯镇新合村农村饮水安全管护现状，通过调研了解村级管护存在的问题，探究“村集体+合作社+用水户”的村级管护机制，切实保障农村饮水安全可持续发展，实现“以水养水”的目的。

【Abstract】Doing a good job in the management and protection of rural drinking water safety is an important measure to ensure rural drinking water safety. This paper combines the current situation of rural drinking water safety management and protection in Xinhe Village， Shitun Town， Wangmo County， through investigation and understanding the problems existing in the village-level management and protection， explores the village-level management and protection mechanism of "village collective + cooperative + water user"， so as to effectively ensure the sustainable development of rural drinking water safety and realize the purpose of "using water to maintain water".

1 新合村基本情况

新合村位于石屯鎮东南部，距县城26km，距镇政府19.5km，国土面积10.4km2，居住着汉、苗、布依3种民族，辖区8个村民小组10个自然寨，总人口440户1822人，建档立卡贫困户213户860人，贫困发生率47.20%，截至2020年10月，已全部实现脱贫。新合村也积极探索“村社合一”的产业发展模式，成立了农民专业合作社，主要负责种植养殖、农业生产经营等业务，带领广大群众脱贫致富。截至2021年1月，村集体经济累计达36.05万元。

2 新合村饮水安全管护现状

开展脱贫攻坚以来，新合村建成蓄水池26座，小型提灌站2座，铺设主支管网71.4km，共解决440户1822人饮水安全问题。供水方式以集中供水为主，分散供水为辅，工程建设资金主要来源于政府投资。根据《省人民政府办公厅关于印发贵州省农村供水管理办法（试行）》（黔府办发〔2020〕15号）精神，由政府投资建设为主的，其所有权归国家所有，所有权人可以按照所有权和经营权分离的原则，采取承包、租赁、拍卖、股份合作等方式，确定供水单位或委托管理组织，也可由村集体自行管护。分散供水工程由村集体或受益户自行管护。……
