【摘  要】十九大报告指出，建设美丽中国，让绿水青山变成金山银山。当今的雨污合流排水体制已不符合新时代生态发展的需求，所以雨污分流改造已经成为水资源保护与生态环境恢复的当务之急。旌德县在雨污分流改造方面积累了一定的经验做法，可为类似城镇改造提供参考。

【Abstract】The report of the 19th National Congress of the Communist Party of China points out that building a beautiful China， and lucid waters and lush mountains should be turned into invaluable assets. Today's rainwater and sewage combined drainage system does not meet the needs of ecological development in the new era， so the rainwater and sewage diversion transformation has become an urgent task of water resources protection and ecological environment restoration. Jingde County has accumulated some experience and practices in the rainwater and sewage diversion transformation， which can provide a reference for similar urban transformation.

1 引言

旌德县地处皖南山区，县城地势东西高、中低，白沙河与徽水河于县城江村大桥处交汇。城西老城区地下管网基本建设于20世纪80至90年代，甚至更久远，以盖板涵、暗沟、水泥管、明沟为主，采取雨污合流排水体制。城东新城区建设于21世纪初，以钢筋混凝土管和高密度聚乙烯双壁波纹管为主，采取雨污分流排水体制。

2 旌德县城区雨污分流改造的思路及原则

整体改造思路为“源头分流、过程改造”。主要通过小区及地块雨污分流改造、小区及地块出口及道路错接混接点改造、市政道路雨污分流改造工程、河道治理工程、长效管控方案对整个城区雨污水管网进行雨污分流改造。

2.1 以人为本原则

旌德县城区雨污分流改造的根本目的是为旌德城区人民群众谋幸福、谋福利。工程规划设计应当以人为本。设计过程当中，根据老城区实际情况以及群众的行为习惯等，在传统设计思路的基础上，对工程整体和单体进行人性化优化，切实解决人民群众污水排放问题，使得雨污分流改造后水环境和生活环境得到根本性改善。……
