【摘  要】2020年1月2日中共中央政治局常委会会议审议批准，2020年1月21日中共中央办公厅发布《纪检监察机关处理检举控告工作规则》。处理检举控告，是党倾听党员和群众呼声、依靠人民群众开展反腐败工作的重要方式，是纪检机关贯彻党的群众路线、保障党员民主权利的重要举措，是全面从严治党的基础性保障。《规则》的发布顺应时代要求，与时俱进，既保障党员、群众行使监督权利，维护党员、干部合法权益，也保障了党的理论、路线方针政策以及重大决策部署的贯彻落实。

【Abstract】On January 2， 2020， the Conference of Standing Committee of the Political Bureau of the CPC Central Committee deliberated and approved， and on January 21， 2020， the General Office of the CPC Central Committee issued the "Working Rules for Handling Reports and Accusations by Disciplinary Inspection and Supervision Agencies". Handling reports and accusations is an important way for the Party to listen to the voice of Party members and the masses and rely on the masses to carry out anti-corruption work. It is an important measure for the disciplinary inspection agencies to implement the Party's mass line and protect the democratic rights of Party members. It is also a basic guarantee of exercising full and strict governance over the Party. The promulgation of the "Rules" conforms to the requirements of the times and keeps pace with the times. It not only ensures that Party members and the masses exercise their right of supervision， safeguard the legitimate rights and interests of Party members and cadres， but also ensures the implementation of the Party's theories， lines， principles and policies， as well as major decisions and arrangements.

1 引言

《规则》共有十章五十八条，规范化、标准化、制度化地从检举控告内容、接收、受理、办理、处置流程，再到对实名检举控告的处理、结果综合运用，诬告陷害行为等后续查处都明确了执行标准，具有很强的实用性和可操作性。《规则》的出台，明确了很多党员和群众关心的问题，如哪些问题可以向纪检机关检举控告、通过哪些方式进行检举控告、检举控告人有哪些权利义务等。需要纪检机关紧扣规则精神，做好“宣传员”，多途径多方式地广泛宣贯，让规则精神在干部职工中入脑入心;需要纪检机关聚焦主责主业，做好“战斗员”，持续在学懂弄通、细照笃行上下功夫，进一步提升检举控告工作规范化水平。

2 加大全覆盖学习宣贯力度，做好“宣传员”

一是丰富形式“学”。以专题会议或“三会一课”为载体，同时，充分利用网络、微信群、QQ等媒体平台，及时推送《规则》原文和释义，提高广大党员群众的知晓度，确保学习宣贯覆盖到每一名干部职工。……
