【摘  要】城市社区基本公共服务是现代社会公共服务体系的重要组成部分，对社会经济的发展具有不可估量的作用和价值。论文以城市社区基本公共服务质量评价指标体系建构为主要研究对象，对服务质量评价指标体系的构建进行多角度、多层次、多内容的论述和分析，结合实践经验，提出一系列提升公共服务质量水平、强化公共服务职能、优化服务型政府管理模式的理论策略。

【Abstract】The basic public service in urban communities is an important part of modern social public service system， which has an inestimable role and value for the development of social economy. This paper takes the construction of the quality evaluation index system of basic public service in urban communities as the main research object， discusses and analyzes the construction of the service quality evaluation index system from multiple perspectives， levels and contents. Combining with practical experience， this paper proposes a series of theoretical strategies to improve the quality level of public service， strengthen the function of public service and optimize the management mode of service-oriented government.

1 引言

自1987年9月以来，我国先后在多个城市开展城市社区服务试点工作，经过三十年的不断发展，城市社区的规模和服务内容得到颠覆式的改变和创新，同时，社会大众对社区服务质量也提出了更加多样化的要求。因此，基于城市社区的发展趋势以及发展动态，需要结合现代化的基本发展理念，构建城市社区基本公共服务质量的评价体系，进而实现社区公共服务质量的稳步提升。

2 城市社区基本公共服务质量的基本概念

2.1 基本公共服务

社区基本公共服务，主要是指政府或者公共服务部门，以社会公共设施、公共资源等为依托，提供社会公众所需的服务和帮助。根据基本公共服务的等级不同，对应的服务主体划分为国家级别、地方级别、社区级别，不同的服务等级对应不同的服务内容，但是所有的基本公共服务都是以社会大众的需求为核心，并且在一定经济社会的条件前提下，满足社会大众的需求。……
