Analysis of the Paths of Urban Culture Construction Based on the Perspective of Public Administration

【摘  要】新型城市建设不仅需要在硬件和环境建设方面加大投入，更需要在文化底蕴发掘和开发层面实现高层次建设发展，从而实现全方位的城市更新，为城市建设发展奠定坚实基础。论文在简要阐述公共管理背景下城市文化建设的内容及意义基础上，分析公共管理视阈下城市文化建设的问题，结合实际提出对应的建设路径，以期为城市发展和公共管理水平提升发挥更加积极的作用。

【Abstract】New urban construction not only needs to increase investment in the level of hardware and environment construction， but also needs to achieve high-level construction and development in the level of cultural heritage exploration and development， so as to achieve all-round urban renewal and lay a solid foundation for urban construction and development. Based on the brief description of the content and significance of urban culture construction under the background of public administration， this paper analyzes the problems of urban culture construction from the perspective of public administration， and puts forward the corresponding construction paths combined with the reality， so as to play a more positive role in urban development and the improvement of public administration level.

1 引言

城市文化是城市在数千年建设发展过程中逐渐积累而来，体现在城市建设和居民生活的各个层面，并以社会主义文化建设体系为指引的文化类型。城市文化建设和发展受到多方面因素影响，对城市建设起到多方面的影响作用。因此，在城市文化建设中，必须强化公共管理的基本指导和保障，确保建设方向和内容的正确性，为城市建设起到更加积极的促进作用。

2 公共管理背景下城市文化建设的内容及意义

2.1 城市文化概念的认识

从城市发展的本源来说，城市文化自城市形成和发展的初期就已经存在，由于其在城市发展不同阶段的具体显现不同，使得社会公众群体对城市文化建设的认识也有所不同。我国理论层面开展城市文化方面的研究起始于20世纪80年代，最近十年中，随着新型城市建设和公共管理理论的导入，关于这方面的理论研究开始逐步增加，各个方面对城市文化概念的界定也有所不同。……
