【摘  要】科技人才是促进科技中小企业发展的重要力量。论文着眼于河北省科技中小企业的人才共享问题，在对人才共享意义进行分析的基础上，进一步分析河北省科技中小企业人才共享存在的问题，并据此提出了针对性的解决对策。

【Abstract】Scientific and technological talents are an important force to promote the development of small and medium-sized scientific and technological enterprises. This paper focuses on the problem of talent sharing in small and medium-sized scientific and technological enterprises in Hebei Province. On the basis of analyzing the significance of talent sharing， it further analyzes the existing problems of talent sharing in small and medium-sized scientific and technological enterprises in Hebei Province， and puts forward some countermeasures to solve the problem.

1 引言

数字经济背景下，越来越多的企业需要通过不断创新来应对市场、竞争对手及组织自身的快速变化，正是这种背景下，企业需要科技型人才的能力去适应国内外经济形式的新变化。目前，随着河北省科技创新3年行动计划的持续开展，截至2020年12月，河北省科技中小企业已达8.3万家。河北省科技中小企业的发展提升了河北省的创新能力，培育了河北省内的创新主体，促进了京津冀的协同创新发展，这不仅引领了河北省中小企业进行高质量创新发展，促进了河北省产业转型升级，同时还为京津冀科技一体化进程提供了极大的助力。但随着河北省科技中小企业的发展，其高成长、规模小、资金少和高风险的特点，使其难以请到高科技人才长期工作，进一步受到复杂环境影响的波动性更大，因此，构建具备缓冲功效的人才共享去有效抵御复杂环境的冲击，对科技中小企业创新能力至关重要。

2 河北省科技中小企业人才共享的意义

2.1 有利于科技中小企业间的信息协同共享

科技中小企业间在人才共享同时，也会带来科技中小企业间信息的共通共享。……
