Innovative Application of Big Data Technology in Public Management

【摘  要】新时代背景下，以计算机技术为基础的新型技术应用水平不断提升，尤其是大数据技术、人工智能技术等方面的应用，使得公共管理水平不断提升。论文在简要分析大数据内涵及其在公共管理中创新应用意义的基础上，分析大数据时代公共管理面临的新型挑战，结合实际提出对应的创新应用路径，以此为我国公共管理体系完善和水平提升起到应有的促进作用。

【Abstract】Under the background of the new era， the level of application of new technologies based on computer technology is constantly improving， especially the application of big data technology and artificial intelligence technology， which has continuously improved the level of public management. Based on a brief analysis of the connotation of big data and the significance of its innovative application in public management， this paper analyzes the new challenges faced by public management in the era of big data， and proposes corresponding innovative application paths based on actual conditions， so as to play a due role in promoting the improvement of China's public management system and level.

1 引言

公共管理是源于现代政府管理模式产生的新型概念，是针对传统政府管理模式缺陷，以公共职能实现和公共权力监督、约束而出现的新型管理模式和管理理念。将大数据技术导入公共管理活动中，能够更加有效地筛选管理信息，提升管理决策水平，创新公共管理模式，从而为社会经济稳定发展奠定更加坚实的基础。

2 大数据的内涵及应用意义

2.1 大数据的内涵

在目前的理论研究体系中，还没有形成固定的、统一的大数据定义。但是从其技术基础和应用场景分析，大数据技术主要是指利用计算机软件和网络技术，对处理对象相关的海量数据进行捕捉、管理和处理，并结合合适的人工智能技术对收集到的数据内容进行智能化分析，最终得出运行趋势和特征方面的数据，以此为具体活动开展提供更加精准的依据[1]。

2.2 大数据在公共管理中的创新应用意义

公共管理模式和方法的具体应用，对管理工作开展实效具有直接影响，因此，在各项工作开展中，必须要强化各种新型技术应用，有效提升工作水平。……
