Management Methods and Countermeasures of Scientific Research Project Funds

【摘  要】在科研项目管理工作当中，如何科学合理地应用科研经费是科研项目管理最为重要的工作内容。只有提高科研项目经费管理水平，保证正确应用科研项目经费，才能高效整合科研项目需要的资源，对科研项目顺利开展、提高科研项目整体进度、确保科研项目既定目标高效完成有着非常重要的现实意义。在科研项目经费管理工作当中，尤其应当对自筹经费加强管理和应用。论文结合工作实践，分析科研项目管理工作当中两种主要的经费管理方式，指出其利弊，并在此基础上提出有效的对策和措施，希望能有效提高科研经费管理整体水平，为项目管理人员以及其他科研项目承研单位科学高效管理科研经费提供有益参考。

【Abstract】In scientific research project management， how to use scientific research funds scientifically and reasonably is the most important work content of scientific research project management. Only by improving the management level of scientific research project funds and ensuring the correct application of scientific research project funds can the resources needed for scientific research projects be effectively integrated. It has a very important practical significance for the smooth development of scientific research projects， the improvement of the overall progress of scientific research projects and the efficient completion of the established objectives of scientific research projects. In the management of funds for scientific research projects， we should particularly strengthen the management and application of self-raised funds. Combined with working practice， this paper analyzes two main methods of funds management in the management of scientific research projects， points out its advantages and disadvantages， and on this basis puts forward effective countermeasures and measures， hoping to effectively improve the overall level of scientific research funds management， and provide useful reference for project managers and other scientific research institutions to manage scientific research funds efficiently and scientifically.

1 引言

科技是第一生产力，在推动经济社会发展进程当中发挥着无可替代的作用。近年来，国家非常重视科技工作，财政在科研方面的投入也在不断增长，这极大地推动了我国科技事业快速发展。但是在科研项目管理工作中依然存在管理不科学的问题，科研项目经费得不到规范应用，对科研项目顺利实施产生较大影响，从而造成巨大的损失。为进一步提高科研创新发展活力，国家针对科研项目经费管理出台了一些意见和办法，希望以此来进一步完善和提升科研项目经费管理水平，应对科研项目执行工作当中经费管理存在的不足，确保科研项目经费规范应用，为科研项目顺利实施奠定坚实的基础。……
