摘  要：独立学院作为一种特殊的高等教育办学模式，对于深化我国高等教育大众化起到了重要作用。独立学院的学士学位授予工作也经历了依托举办高校到自我授予的阶段，随着国家对独立学院办学模式的改革与调整，独立学院的学位授予也将会带来相应调整。文章通过对江苏省独立学院学士学位授予条例的统计分析，探索提高学士学位授予质量的途径和方法。

Abstract： As a special mode of running higher education， independent colleges play an important role in deepening the popularization of higher education in China. The work of bachelor's degree granting in independent colleges has also gone through the stage from relying on running colleges to self-granting. With the reform and adjustment of the mode of running independent colleges by the state， the degree granting of independent colleges will also bring corresponding adjustment. Through the statistical analysis of the regulations of bachelor's degree granting in independent colleges of Jiangsu Province， this paper explores the ways and methods to improve the quality of bachelor's degree awarding.

2003年，教育部发布《关于规范并加强普通高校以新的机制和模式试办独立学院管理的若干意见》，对规范和促进独立学院健康发展起到了重要作用，经过摸索和不断规范，独立学院基本走上了一条健康发展的轨道。2008年，《独立学院设置与管理办法》（简称教育部26号令），提出了完成独立学院的改革，并指出了独立学院继续作为独立学院存在、转设为独立设置本科学校、撤销或合并等改革道路。

《中华人民共和国学位条例》规定：“凡是拥护中国共产党的领导、拥护社会主义制度，具有一定学术水平的公民，都可以按照本条例的规定申请相应的学位。”而学士学位作为三级学位制度中最基础的学位，在该文件中也给出了具体说明：“高等学校本科毕业生，成绩优良，达到下述学术水平者，授予学士学位：1.较好地掌握本门学科的基础理论、专门知识和基本技能;2.具有从事科学研究工作或担负专门技术工作的初步能力。……
