摘  要：非营利性或营利性属性是民办高等教育必须进行的抉择。非营利性属性的民办高校从社会公共服务产品的属性出发，探索建立非单一型民办高校筹资渠道。在各种筹资渠道中，除了政策层面的质性支持外，往往缺乏可行的、实践的，能够具体操作的方式方法。产教融合是民办高校提供高质量的社会公共服务产品的途径之一，但产教融合往往也缺乏行之有效的具体操作办法与实施流程。产业在非营利性民办高校中可以进行尝试筹资融资，真正将产业力量纳入到非营利性民办高校的筹资渠道中去，从而有效解决产教融合的虚化问题，并促使非营利性民办高校提供高质量的社会公共服务产品。

Abstract： Non-profit or for-profit attributes are the choices that private higher education must make. Non-profit private colleges and universities start from the attributes of social public service products and explore the establishment of non-unitary private colleges and universities financing channels. In addition to the qualitative support at the policy level， among various financing channels， there is often a lack of feasible， practical， and concrete operation methods. The integration of industry and education is one of the ways private colleges and universities provide high-quality social public service products， but the integration of industry and education often lacks effective specific operation methods and implementation procedures. Industry in non-profit private colleges and universities can try to raise funds， and truly integrate industry power into the financing channels of non-profit private colleges， so as to effectively solve the problem of the integration of industry and education， and encourage non-profit private colleges to provide High-quality social public service products.

中國共产党的十九届中央委员会第五次全体会议公报指出我国二〇三五年基本实现社会主义现代化远景目标，其中目标之一就是：成为教育强国、人才强国，国民素质和社会文明程度达到新高度。这对于高等教育提出了进一步的内涵式发展要求，而我国高等教育中，民办高校的数量和在校生人数均历年增长，已经成为高等教育的重要力量。截至2019年12月，我国民办高校数量757所（民办本科高校434所），在校生708.83万;分别占全国普通高校数2688所，在校生4002万人的28.16%和17.71%。规模发展的道路民办高校已经有了本质上的突破，成为我国人才培养中不可缺少的力量。与此同时，伴随中国政府建设法治国家的治国理念不断深化，在高等教育领域也实施了一系列政策法规。……
