摘  要：“形势与政策”课是高校思想政治理论课的重要组成部分，肩负着新时期认清历史方位、把握国际坐标、立足中国现实的教育使命。OBE作为一种基于学习产出和持续改进的教育理念，为推动地方应用型高校“形势与政策”课教学设计与模式创新提供了新思路和新方法。成都工业学院运用布鲁姆认知理论，将“以学生为中心、成果导向、持续改进”贯穿于“形势与政策”课程建设全过程，探索建构“3+3+3”——“三目标三平台三评价”的混合式教学新模式。

Abstract： The "situation and policy" course is an important part of the ideological and political theory course in colleges and universities. It plays important roles in recognizing historical orientation， grasping international coordinates and understanding China's reality. The OBE concept， as an educational concept based on learning output and continuous improvement， has important reference significance for promoting the teaching reform of the "situation and policy" course in local application-oriented colleges and universities. Using Bloom's cognitive theory， Chengdu Technological University runs "student-centered， results oriented and continuous improvement" through the whole process of "situation and policy" curriculum construction， and explores the construction of "3+3+3"--a new hybrid teaching mode of "three objectives， three platforms and three evaluations".

自2016年以來，党中央和国务院对高校“形势与政策”课的定位、教学管理、教学内容、教学资源、教师队伍、教学方式、学习考核等方面作了明确要求。“形势与政策”课作为高校思想政治理论课的重要组成部分，对及时、准确、深入推动习近平新时代中国特色社会主义思想进教材进课堂进学生头脑，实现思政课程与课程思政的有机结合发挥独特优势作用。新时代背景下推动“形势与政策”课程改革创新，提高“形势与政策”课整体教学质量，增强“形势与政策”课获得感，是培养新工科人才的必然要求，更是发展担当民族复兴大任的时代新人的关键所在。近年来，著者团队积极探索并主动契合高校思想政治理论课改革的总方向，调研课程建设和教学工作中存在不足，以教育部“示范马克思主义学院和优秀教学科研团队……
