摘 要：为落实精准扶贫，促进我国东西部体育长期协同发展，采用文献资料、专家访谈、问卷调查等方法，对我国东西部体育支援和协作的现状进行调研，认为存在参与主体对意义认识不到位、体育支援不精准、协作制度不完善、项目实施机制不顺畅、协议落实不充分等问题。运用协作治理理论，从启动条件、保障机制、参与机制、运行机制、实施步骤5方面对其治理体系进行构建，提出建立完善的协作制度和机构、挖掘贫困地区内部潜能、促进体育协作主体多元化、拓展体育协作内容和形式、完善监督和评价体系等建议。

Abstract： In order to implement the idea of precision poverty alleviation to promote the long time collaborative development for eastern and western sports， using the methods of literature， expert interview and questionnaires to investigate the current situation of sports support and collaboration in east and west china， and the results show the following problems that participants dont have a good understanding of meaning ， and sports support is not accurate， and collaboration system is not perfect， and project implementation mechanism is not smooth， and agreements not adequately accomplish by now. The study using collaborative governance theory to construct its governance system from five aspects of driving condition， safeguard mechanism， participation mechanism， operation mechanism， implementation steps. At last，the article puts forward some suggestions of establishing perfect collaborative system and institution， exploiting the internal potentiality in poor areas， promoting diversity of sports collaborators， expanding the content and form of sports collaboration， and improving the monitoring and evaluation system.

2015年中共中央國务院印发《关于打赢脱贫攻坚战的决定》，要求“各地利用专业、行业和社会力量开展针对性的扶贫工作”[1]。2016年《关于进一步加强东西部扶贫协作工作的指导意见》指出“东西部扶贫对口支援和协作是推动区域协调、协同和共同发展的大战略，要建立省市结对机制，推进县与县精准对接，在发展经济的基础上不断拓展协作领域”。新时代对我国体育发展的不平衡、不充分问题提出新要求，近年来在脱贫攻坚的助力下，东西部各级体育部门也积极开展了对口支援和协作的有益尝试，探索“闽宁体育支援”“京张奥运体育协作”等模式[2]，东西部对口支援和协作成为贫困地区体育发展的新动力。然而，理论和学术界对该问题的关注还较少，对促进东西部体育均衡协调发展和长效协作机制建立值得深入研究。……
